At the end of 2020,China announced to completely get rid of absolute poverty.The remarkable achievements in poverty alleviation reflect that the targeted poverty alleviation policy has achieved phased success.Meanwhile,China has also entered an era of poverty alleviation and supported for the weak with solving relative poverty,multi-dimensional poverty,returning to poverty and Rural Revitalization as the main core connotation.Therefore,it is difficult for the poverty alleviation policy in the targeted poverty alleviation period to "cliff" exit.By the end of 2020,the average proportion of farmers’ transfer income dominated by financial transfer payment has reached 21%,but the average proportion of development consumption and enjoyment consumption is still low.The transfer income is playing more and more important role of stimulating the consumption potential of poor farmers and promoting the consumption level of poor farmers with the increase of China’s subsidies for "agriculture,rural areas and farmers".It is of great theoretical and practical significance to study the impact of government subsidies on the consumption of poor farmers to further provide empirical reference for the "Rural Revitalization" strategy and promoting the improvement of consumption level and consumption quality of poor farmers in the post-2020 period.This paper mainly adopts the empirical analysis method and comparative analysis method to divide the poor farmers into relatively poor farmers,deeply poor farmers and extremely poor farmers from the four dimensions of income,life,education and health.Using the panel data composed of 12456 sample data continuously tracked by the three rounds of micro survey data of CFPS micro database from 2014 to 2018,Using the two-way fixed effect model,this paper analyzes the impact of government subsidies on the consumption of poor farmers in different poverty levels.This paper draws the following conclusions: first,government subsidies help to promote the consumption of poor farmers and the optimization of consumption structure.Second,government subsidies have differences in the consumption of farmers at different levels of poverty: government subsidies can promote the increase of subsistence consumption of extremely poor farmers,and can promote the improvement of consumption quality and the optimization of consumption structure of deeply poor farmers and very poor farmers.It shows that government subsidies have certain accuracy and effectiveness on the consumption of poor farmers in the context of targeted poverty alleviation.Third,there are regional differences in the impact of government subsidies on the consumption of poor farmers.Among them,the eastern and western regions are more affected by government subsidies than the central region.Possible innovations of this paper: first,compared with most scholars who only focus on the impact of financial transfer payment on the consumption of farmers as a whole or farmers in poor areas,this paper accurately aims at the consumption of poor farmers,and divides the poverty degree of poor farmers from the four dimensions of income,life,education and health.Second,this paper compares the consumption differences of government subsidies to farmers in different poverty levels. |
