Identification and measurement of poverty is the basis of scientific and rational development of anti-poverty policy, and research the factors of poverty is the foothold to solve the problem of poverty alleviation.The present analysis of poverty starts from single standard, or from one dimensional income analysis or from multidimensional standard, and the analysis from double standard has not been deeply studied.Considering of the complexity of the poverty and the importance of improve poverty,this paper analyses the problem of the poor from one dimensional income to the multidimensional perspective, to better understand poverty, achieve the targeted study of poor families and find the difference between different categories of families, so as to provide some useful suggestions and solve the problem of poverty. So from double standard to study poverty has greatly theoretical significance and practical value.This paper will try to analysis the comparison between double standard from one dimension to multidimensional standard. Under the base of the theory about the comparison between double standard, the paper mainly analyses the main influence factors of family poverty. At the same time, through the model for all kinds of poor families to analyses the influence of different factors, so as to provide better and effective policy recommendations for achieve precise poverty alleviation. First of all,this article combed the definition of poverty and methods to measure poverty from one dimension to multidimensional standard, and expounded the domestic and foreign literature about the comparative analysis of double standard. By using the method of income ratio method and AF multidimensional poverty, the paper based on the CHNS database in 1991, 2000 and 2011, to analyses the related data of our country in one dimension to multidimensional perspective. On the basis of the analysis of the correlation and difference of double standard, the paper analysis the reasons. Further,based on the theory of double standard, the families can be divided into four categories.Through the establishment of multiple Logit model, the paper studies the influence ofthe factors from family level to regional level on poor families. And comparing the difference between the factors on different categories of family poverty.The empirical results show that the two analysis under the perspective of poverty exist a certain degree of relevance and difference. And the family internal factors and regional factors all have different degrees of influence on poor families. Combined with multiple-choice Logit model showed,the families which are poor under the double standard should attaches great importance to education, pay more attention to improve the inner quality of family. For the families which are only income poor, countries should pay attention to create more employment opportunities and increase public confidence in themselves out of poverty. For the families which are only multidimensional poverty, they need to rely on the development of regional economy to give certain social public service support. So this paper put forward the idea that we should treat poverty from the double standard, attache great importance to the poverty problem between urban and rural and the problem of regional poverty, improve the level of education, increase employment opportunities, speed up the economic development and so on.
