Research On Realization Path Of Moderate Scale Management Of Leisure Agriculture In Shanghai

Leisure agriculture is a new industry and new format of agricultural cultural tourism "three-in-one",production and ecological life "three-generation synchronization",and rural "three-industry integration",to drive industrial upgrading,etc,has a significant role.At the same time,leisure agriculture is also an important project to deepen rural reform,realize agricultural transformation,and promote construction of beautiful rural areas.In recent years,with decline of rural industries in Shanghai suburbs,the driving force for rural development in Shanghai suburbs mainly comes from leisure agriculture and rural tourism.Leisure agriculture and rural tourism have become an important driving force for revitalization of Shanghai’s rural areas,and are also an important part of the six industries of Shanghai’s urban modern agriculture.For Shanghai,a super-large international city,although agriculture accounts for a small proportion,its strategic function cannot be ignored: in addition to ensuring basic food production,development of leisure agriculture can improve urban ecological level,optimize urban agricultural structure,and realize urban agricultural model and innovation of business forms is of great significance for coordinating integrated development of urban and rural economy and society and promoting common prosperity.Therefore,in-depth analysis of development effect and main problems of leisure agriculture in Shanghai,and discussion on how to promote high-quality development of leisure agriculture in Shanghai plays an important role in giving full play to sustainable development of urban agriculture in Shanghai.This paper raises two key issues: first,current development and existing problems of leisure agriculture in Shanghai;second,limited by resources and policy constraints in Shanghai,how to appropriately expand scale of leisure agriculture operating entities under constraints of existing resources.Based on existing literature,this paper first determines connotation and extension of leisure agriculture and moderate scale management,and sorts out related theories such as agricultural multi-function theory,sustainable development theory,and economic man’s bounded rationality theory.Then,based on government interviews and interviews with business entities,combined with sample surveys of leisure agriculture operating entities and second-hand data collection and analysis of development of leisure agriculture in Shanghai,it further analyzes main measures,existing problems and reasons for the development of leisure agriculture in Shanghai.At the same time,multivariate ordered Logistic-ISM model is used to empirically analyze the main factors affecting the moderate scale operation of leisure agricultural operators in Shanghai.Finally,it provides countermeasures and suggestions for the high-quality development of leisure agriculture in Shanghai.The main conclusions of this paper are as follows:(1)Three ways were mainly adopted to promote the development of leisure agriculture in Shanghai,including the introduction of basic policies,the promotion of projects and the construction of demonstration sites.In three links of agricultural planting and breeding,agricultural product processing,agricultural product sales and leisure service provision,there are still some bottlenecks,such as limited agricultural products of “San Pin Yi Biao”,insufficient development of processed agricultural products,single marketing channel of fresh agricultural products and high homogeneity of leisure service provision.The reasons for development of leisure agriculture in Shanghai include: industrial planning is not perfect,industrial layout is not clear enough,supporting policies are not rich enough,management conflicts need to be coordinated,science and technology integration is not enough,talent introduction needs to be strengthened,and financial support is not balanced.(2)moderate expansion depended on the influence of three levels of factors: Among deep-seated factors,leisure agriculture entities supported by government construction land were more willing to expand the scale of farmland.Among middle-level indirect factors,characteristics of agricultural resources,scientific park planning,innovative management capabilities,and business industrial structure positively affected willingness of leisure agriculture entities to expand the scale of farmland,while the ecological nature of agricultural production was strong,the expansion of operators’ willingness to farmland size was weak.Among the direct factors at the surface level,culturally functional leisure agriculture entities were willing to expand cale of farmland,while leisure functional management entities tended to reduce scale of farmland.Combined with previous analysis and research,from perspective of industrial development,three suggestions are put forward to highlight regional development advantages,improve policy support system,and improve operation level of business entities.In highlighting advantages of regional development,it is suggested that development of leisure agriculture by Shanghai municipal government should be based on the "integration of the Yangtze River Delta",determine the planning and layout according to local conditions,use advantages of science and technology to create high-quality industrial products,strengthen cooperation and introduction of talents to solve problem of lack of talents,and introduce state-owned enterprises to play a demonstration effect.Awaken rural stock of land resources and release value of resources.In improving policy support system,it is emphasized that government should promote construction of a supporting policy system for leisure agriculture,establish a multi-party coordination mechanism for policy formulation,and enrich and balance financial support system.In improving operation level of operating entities,leisure agriculture in Shanghai should provide strategic space for core functions of city.The operating entities should fully consider heterogeneity,closely follow local resource endowments and industrial development priorities,dig deep into rural cultural heritage,and promote development of agricultural products.The function of ensuring supply has been transformed to undertaking multiple and complex functions,highlighting economic value,ecological value and aesthetic value of agriculture and rural areas.
