The Study On Post Evaluation Of Industrial Technological Transformation Project In Cixi City

With hundreds of new industrial technological transformation projects and more than 100 applications for technological transformation project incentive subsidies in Cixi every year,it is particularly important to objectively and accurately evaluate the success of each industrial technological transformation project after its implementation,master the implementation content and effectiveness contribution of each subsidy project,diagnose the problems of each project and put forward improvement measures,so as to provide reference basis for future policy formulation.For municipal financial subsidy technical transformation projects,it makes sense to establish a scientific and perfect post project evaluation system to help accurately identify the success of the project,so as to effectively improve the efficiency of the use of financial funds,establish typical cases of promotion,expand the effective investment of the city,further improve the industrial output value,per acre yield benefit,fiscal revenue,and form positive incentive feedback.Based on the perspective of comprehensive evaluation of enterprise technological transformation projects by the government,the post evaluation of industrial technological transformation projects is carried out by using network analysis method and success evaluation method.By studying the theoretical literature of post project evaluation,it summarizes the four dimensions of post project evaluation,and combined with the industrial characteristics of Cixi City,expert evaluation opinions and theoretical selection,finally determines the evaluation index of post project evaluation of Cixi industrial technological transformation project by reliability and validity analysis.With the help of network analysis method to determine its weight,through the success evaluation method to determine the success of the project,it establishes a scientific evaluation model of the success of technological transformation projects,and further verifies the effectiveness of the model through case analysis.It provides guidance for the post project evaluation of industrial enterprises from the perspective of the government in the paper research,and provides data basis for the introduction of industrial incentive policies,the identification of project advantages and disadvantages,the optimization of resource allocation,and the guidance of industrial development in the future.
