Study On The Evaluation And Improvement Countermeasures Of Local Grain Reserve Management Level In Liaoning Province From The Perspective Of Guarantee Ability

Our country has a large population,food supply and demand have been in a tight balance for a long time.Food reserves are the "ballast" to ensure national food security and a solid guarantee for the country to improve its ability to respond to emergencies and maintain food security.In October 1990,the State Council approved the establishment of a three-level reserve system with central reserves as the core,local reserves as the pillar and social reserves(enterprise reserves and farmers’ reserves)as the basis.Local grain reserves at all levels are the key link in national strategic reserves,they are the "first line of defense" for stabilizing the market,ensuring emergency and safety in the region,and an important and powerful means for governments at all levels to deal with emergencies and strengthen market regulation.As one of the 13 major grain producing areas in China,Liaoning Province closely focuses on the national development strategy,constantly improves the grain reserve security system,and the system construction,facilities improvement and system management have been gradually improved,which can basically meet the needs of social development and food security.However,with the intensification of international trade risks and the people’s increasing demand for food security,the disadvantages of the existing grain reserve management are gradually emerging.This study takes improving the food security of Liaoning Province as the fundamental goal,starts from the perspective of local grain reserve management,supplemented by real social data,and analyzes the deficiencies and improvement direction of local grain reserves in Liaoning Province one by one by using public management theory,analytic hierarchy process and other relevant theoretical knowledge.This paper is divided into seven parts,the first part introduces the background situation of local grain reserve management in Liaoning Province,the purpose and significance of the research and the main literature theory,focusing on the significance of Grain Reserve Management in the field of food security.The second part is the theoretical basis of this paper.The third part introduces the current situation and existing problems of local grain reserve management in Liaoning Province in detail.The fourth part establishes the management evaluation model from five aspects: reserve structure,operation system and mechanism,regulation and control ability,storage ability and the relationship between market and government,and discusses and analyzes the influencing factors of the management level of local grain reserves in Liaoning Province according to the comprehensive evaluation results.The fifth part uses the fuzzy comprehensive evaluation method to evaluate and analyze the influencing factors and overall level of management level in recent five years.The sixth part proposes the suggestions and measures to strengthen the local grain reserves management in Liaoning Province.The seventh part is the conclusion of this study.This paper evaluates and analyzes the current situation and existing problems of local grain reserve management in Liaoning Province,and puts forward countermeasures and suggestions,providing ideas and reference for better management of local grain reserves.
