| The current state of our country’s economic development has undergone profound changes.The report of the 19 th National Congress of the Communist Party of China proposed to establish and improve the economic system of green,low-carbon and circular development,which pointed out the direction for economic development in the context of the new era,and also proposed new issues of the times.Accurately,comprehensively and thoroughly implementing the new development concepts,and actively building a new development pattern are the road one must follow to promote economic transformation and upgrading under the new situation.Innovative development solves the problem of development momentum,and green development solves the problem of coordination between human and nature.In the face of low overall level of scientific and technological development,increasingly tight resource constraints,and ecosystem degradation,transforming the mode of economic development,optimizing the structure of economic development,and improving the level of green technology innovation are the top priority and the general trend.This thesis selects the Yangtze River Delta,the Pearl River Delta,and the Bohai Rim Economic Circle as the research objects,starting from the growth poles and demonstration areas of our country’s economic development,and explores the development status of green technology innovation in the three economic circles.In order to provide ideas for accelerating regional integration construction and high-quality development,and also provides policy suggestions for other regions to use green technology innovation to stimulate new momentum for economic development.Firstly,this thesis analyzes the current situation of innovation development of the three economic circles from the perspectives of innovation human input,innovation capital investment and innovation output.The result shows that: as our country’s development pioneer areas,the three economic circles attach great importance to innovation development.Innovation investment shows an overall upward trend.However,there are certain differences in innovation input within and between regions,and the radiation effects of advanced regions need to be further stimulated.Determining input indicators from the perspective of labor and capital,determining output indicators from the perspective of innovation achievements,economic benefits and environmental pollution to build an efficiency evaluation system,and measuring the green technology innovation efficiency in the three major economic circles.The results show that: green technology innovation efficiency of the three economic circles as a whole and each region shows a fluctuating upward trend.The Yangtze River Delta,Bohai Rim and the overall region have similar change trend.The efficiency of the Pearl River Delta fluctuates more obviously.The development level of green technology innovation in the Pearl River Delta and the Yangtze River Delta better than the Bohai Rim.Secondly,measuring the efficiency center of gravity coordinates of the three major economic circles in different years ared by building an efficiency center of gravity calculation model.Analyzing the evolution trend of green technology innovation efficiency in the three economic circles from the perspectives of migration distance and migration direction of the center of gravity.The research shows that: there is an obvious spatial transition in green technology innovation efficiency in the three economic circles,and the migration of the efficiency center in the latitude direction is more obvious than that in the longitude direction.The difference between the north and the south of the regional green technology innovation is greater than that between the east and the west.Then,on the basis of verifying the spatial correlation of green technology innovation efficiency in the three economic circles,the traditional β-convergence model and theβ-convergence model considering spatial benefits are used to explore the convergence of regional green technology innovation efficiency.Introducing control variables in the conditional β-convergence model to explore the driving mechanism of regional green technology innovation efficiency.There is a significant β-convergence trend of green technology innovation efficiency in the overall economic circles and each region.With the change of time,the gap in the development level of regional green technology innovation will gradually narrow and finally reach an equilibrium state.For control variables,due to inherent differences in the development foundation and factor endowments of different regions,the effects of different variables are not the same.Each region should be based on its own development reality and have a definite purpose.Finally,based on the research conclusions,this thesis proposes suggestions for improving the level of green technology innovation and promoting high-quality economic development in the three economic circles and other regions:(1)Improve the construction of the green technology innovation development system and give full play to the leading role of the government and the decisive role of the market in resource allocation.(2)Strengthen regional collaborative innovation to narrow development differences.Improve the construction of the technological innovation system,strengthen the cooperation between different entities,and create a community of interests.(3)Plan the development of regional green technology innovation according to local conditions.Optimize the industrial structure and enhance innovation capabilities by combining the regional development foundation,factor endowments,and industry characteristics.(4)Create a good environment for green technology innovation development.Implement talent strategy and adhere to the construction of scientific research talent resources.Build an enterprise-led mechanism and give full play to the dominant position of enterprises in industry-university-research cooperation. |
