Performance Evaluation And Obstacle Factor Analysis Of Land Stock Cooperatives In Henan Province

As the basic carrier of agricultural land shares,land stock cooperatives are a platform for farmers to participate in income distribution by virtue of land factors.They have important development value.There are many practices in various places,and the state continues to pay attention to their development.However,they face certain problems and obstacles in the actual operation and development process of traditional agricultural areas.Firstly,through the method of literature research,this paper divides the operation mode of land joint-stock cooperatives into three types: internal share external rent,independent operation and comprehensive service according to certain characteristics.Then,through field research and questionnaire survey methods,starting from the current situation of rural land joint-stock cooperatives in Henan Province,and based on the organizational perspective of cooperatives,this paper constructs a comprehensive performance evaluation index system of land joint-stock cooperatives,which is divided into three levels: target level,criterion level and index level,through Delphi method and analytic hierarchy process(AHP).A total of 12 indicators including qualitative and quantitative,static and dynamic economic,social and ecological aspects are designed as the measurement basis of its operation performance,and the weight of each indicator is obtained.After that,the comprehensive performance and performance levels of 134 sample land stock cooperatives are measured and studied.On this basis,the performance characteristics of land stock cooperatives with different operation modes are compared and analyzed.Then,by introducing the obstacle degree model to diagnose and analyze each index factor by level and type,this paper reveals the obstacle factors of the operation and development of sample cooperatives under different operation modes,and further defines the obstacles and difficulties faced by the operation and development of land joint-stock cooperatives.Finally,it puts forward policy suggestions to promote the sustainable development and operation of land joint-stock cooperatives,remove development obstacles and protect the interests of cooperative organizations and farmers.Based on the research content of this paper,the following research results are obtained:(1)the operation mode of land joint-stock cooperatives in Henan Province is mainly divided into three types: internal share external rent type,independent operation type and comprehensive service type.(2)The overall operational performance level of land stock cooperatives in Henan Province is not high.(3)Under the comprehensive service-oriented mode,the operation performance level of land stock cooperatives in Henan Province is the highest,followed by the internal share and external rent type,and the operation performance level of independent operation type is the worst,but the gap between the three is not large.Different operation types of land stock cooperatives have different advantages and disadvantages in the development.(4)The main obstacle factor affecting the operation and development of land stock cooperatives in Henan Province is the member income from the standard level.Specifically,from the obstacle degree of each factor in the index level,the main obstacle factor is the cost saving and efficiency increasing level of member production;From the frequency of obstacle factors,the main obstacle factor is that the income of members is higher than that of non members.According to the research results,some suggestions are put forward:(1)land joint-stock cooperative organizations should improve the interest distribution system and ensure the income of members.(2)Land stock cooperatives should improve their production and operation level and enhance their economic strength.(3)The government should support,guide and serve the operation and development of land stock cooperatives.
