Study On The Application Of PPP Model In River Regulation Project In M County

With the continuous expansion of modern urban pattern,the continuous growth of urban population,and the continuous upgrading and adjustment of industrial structure,the ecological protection of water system is facing great pressure,especially the water environment pollution in the counties of Henan Province is becoming increasingly serious.Under the requirement of ecological civilization construction and the call of sustainable development,the government and the public pay more attention to the river system governance.Because of its strong public property and weak economic benefit,the comprehensive river management also brings great pressure to the county government which has relatively insufficient financial resources.Under the above background,M County tries to attract social capital to participate in the river governance work of the county through PPP mode,aim to improve the quality and efficiency of governance and relieve the financial pressure of the government.Since the emergence of the PPP concept,experts and scholars of various countries have carried out active research and discussion on the application of PPP model,but most of them are in the field of infrastructure construction in large-scale cities,and relatively few of them are in the study of PPP model in river governance in underdeveloped areas of western China,which also lacks corresponding guiding significance for the implementation of this type.Based on the study of the PPP project in M county,the article analyzes and introduces the application of PPP model in the comprehensive river management project.Relevant information and data were collected by means of interview and questionnaire,and project evaluation was carried out by SWOT matrix,analytic hierarchy process and fuzzy evaluation method.Through analysis,it is found that the project has problems such as policy failure,management absence and financing failure in the application process of PPP mode,and it is proposed to improve relevant legislation,improve personnel training mechanism and project performance evaluation mechanism,broaden the cooperation platform of government,bank and enterprise and financing channels.
