| With the continuous development of modern project management,project decision-making,as the key work of project management,is becoming more and more complex,and the decision-making theory guiding project decision-making has been developing.Decision theory is a theoretical system of decision-making process,criteria,types and methods.On the basis of decision-making paradigm,scholars divide decision-making theory into descriptive decision-making theory,normative decision-making theory and prescriptive decision-making theory.The range frequency theory proposed by Parducci is a descriptive decision theory,which aims to describe how decision makers actually think and make decisions when making subjective judgments.This theory is different from the adaptation level theoretical model used by previous scholars.On the one hand,it takes both the range principle and the frequency principle into consideration in decision-making,and on the other hand,it can better explain the actual subjective judgment.At the same time,in terms of practical application,the problem of optimal alternatives for projects under multi-attribute conditions in project decision-making emerges one after another,and the range frequency theory can also provide help for multi-attribute decision-making in project scheme decision-making,such as the scheme selection problem of project investment opportunity research in the actual project management process.This paper combines the literature of domestic and foreign scholars on the research of range frequency theory,and combs the literature of descriptive decision-making theory and prescriptive decision-making theory.It is found that range frequency theory can not directly support decision makers,and it is difficult to give reasonable weight.Based on the range frequency theory,this paper constructs a non parametric range frequency theoretical model with the help of data envelopment technology and cross efficiency evaluation model tools.The basic idea of the nonparametric range frequency theoretical model is to use the data envelopment analysis method to treat the range value and frequency value of the attribute value as output objects when making the single attribute value judgment decision,and treat the judgment decision of the single attribute value as a decision-making unit with only output.With the help of the cross efficiency evaluation model,the output object data is processed to obtain the comprehensive efficiency index of each decision-making unit,Let the comprehensive efficiency index serve as the basis for decision-making.In order to verify the rationality of the model,this paper refers to the existing one-way empirical research on subjective price judgment,calculates the subjective evaluation value of different distribution reference price sets using the traditional range frequency theory and the non parametric traditional range frequency theory,and then normalizes them,and compares and analyzes the results.After confirming the scientificity of the nonparametric range frequency model,the one-way reference price evaluation experiment is developed into the two-way reference price evaluation experiment,and the calculation and analysis are carried out.The results and analysis again confirm that the nonparametric range frequency theoretical model can reasonably reflect the thinking and judgment of decision makers in decision-making behavior,and provide direct decision support for the reference price judgment under the two-way condition.At the same time,this paper applies the new model in the real case of project management.By combining the case background of project investment decision,this paper gives the description of the decision-making scheme and the basic data of decision-making,and then uses the non parametric range frequency theoretical model to complete the evaluation of the project decision-making scheme,so as to help the decision-makers study the investment opportunities of new projects and select suitable investment projects.To sum up,the non parametric range frequency theory is not only of high theoretical value,but also of positive application value to practical examples.Compared with the traditional descriptive range frequency theoretical model,the non parametric technical method introduced into the descriptive decision-making model can fully consider the subjective judgment of decision-makers,conform to the actual decision-making process,and provide direct support for decision-makers.It injects new vitality into the traditional range frequency model and has certain innovation.The nonparametric range frequency theoretical model constructed in this paper not only provides a solution to the single attribute value problem in project management,but also provides support for solving the multi-attribute decision-making problem in project management.It can be applied to the selection of project investment schemes,and has certain application significance to project management. |
