Study On The Development Countermeasures Of The Hunan-Jiangxi Provincial Border Regional Cooperation Under The Background Of The New Development Pattern

The CPC Central Committee attaches great importance to the implementation of the regional coordinated development strategy,and emphasizes the greater efforts should be made to support the accelerated development of the special areas such as the old revolutionary areas,poverty-stricken areas.The provincial border areas in the central and western China often take into account multiple identities such as old revolutionary areas,underdeveloped areas,and ecological function areas.How to achieve the high-quality coordinated development in the provincial border areas,has attracted attention from governments at all levels and theoretical circles,in the context of building a new development pattern.The Hunan-Jiangxi provincial border area is not only an old revolutionary base area and ecological barrier of great significance,but also a hot spot and typical area of provincial border area cooperation in the whole country.The Central Committee of the Communist Party of China,the State Council,the National Development and Reform Commission and other national ministries had issued documents for several times,explicitly proposing to actively promote the Hunan-Jiangxi provincial border regional cooperation.Relevant governments at all levels in Hunan and Jiangxi provinces have actively promoted the Hunan-Jiangxi provincial border regional cooperation and remarkable results are achieved.However,compared with the target and social expectations,there are still some problems such as relatively lagging development,blocked factor flow,frequent regional competition and difficult coordination,etc.In this thesis,the Hunan-Jiangxi provincial border regional cooperation was took as the research object,the practical tasks of the new development pattern on the Hunan-Jiangxi provincial border regional cooperation were discussed,the cooperation evolution and the achievements were summarized,the issues were analyzed,and the optimization suggestions were proposed from the three aspects of improving the general idea of Hunan-Jiangxi provincial border regional cooperation,setting up a pilot area for integrated development in demonstration zone of Hunan-Jiangxi provincial border regional cooperation and improving the guarantee mechanism,based on the construction of a new development pattern,with the integrated use of public management,regional economics and other related theories,and literature,field research and other methods.
