Research On Deepening The Market-oriented Reform Of Maintenance Of Ordinary National And Provincial Trunk Roads In Guizhou Provinc

With the rapid development of highway construction in China,the speed of highway construction will gradually slow down,ushering in the stage of highway maintenance,government departments at all levels attach great importance to highway maintenance work,from the Fuzhou meeting at the end of the 1990 s,highway maintenance system reform has gone through more than 20 years,and has achieved some experience and results.The reform in different periods and locations also presents different characteristics.As far as the marketization of trunk highway maintenance in Guizhou Province is concerned,the reform process is still slow because of the late start of the reform,the complex institutional mechanism and personnel contradictions involved in the reform.As a quasi-public goods,as one of the main skeleton of the road network in Guizhou Province,the management and maintenance of trunk roads in Guizhou Province are closely related to people’s lives and play an important role in the overall economic construction of Guizhou Province.This Paper takes the marketization reform of trunk highway maintenance in Guizhou Province as the main research object,takes the public goods theory and the new public management theory as the research foundation,and makes an in-depth analysis of the existing maintenance system reform,marketization operation and maintenance management mechanism.The problems of incomplete separation of management and maintenance,low degree of market-oriented maintenance,low quality of market-oriented maintenance and weak applicability of substitution qualification were found out.According to the appearance of the problem,in-depth analysis of the essence of the problem,found that the government function orientation is not clear,the top-level design of the government is not perfect,the personnel diversion mechanism is not perfect,the government industry supervision is not in place is the main cause of the problems,and put forward the transformation of the role of government and enterprise,promote the separation of government and enterprise,improve the top-level design,guide market development,speed up reform.Strengthen industry supervision,standardize market behavior and other solutions to provide reference for deepening the market-oriented reform of trunk line maintenance in Guizhou Province.
