No matter how economic growth and institutional transition, no matter what anydata indicators, from countryside to city, from traditional planned economy to modernmarket economy, from single public ownership economy to multiple ownership economy,from the closed economic individual to of the active participant of economicglobalization, China have succeeded in extricating itself from a predicament, but there isstill far way for market-oriented economic reform, perfect socialist market institutionstill has a way to go.Sustained and rapid economic growth from reform are obvious, and although thereare a few contradictions of China’s economic development present, market-orientedreform still continued to be the main power source for supporting sustainabledevelopment.China maintained a sustainable growth during economic reform for more than30years because of the solid and strong development of the market economy. Under theconditions of market economy, in China,the traditional fixed pattern that botheconomic construction and economic development is government has been broken. In thearea of economic development, new strategic arrangement brings full play. Firstly, themain motive force of economic development is society, enterprise and person. However,governmental functions should be more social management and public services. Secondly,during the process of market-oriented reform, commodity market in China has obviousmarket-oriented characteristic, what’s more, the development of commodity market isalso very fast. Third, the maximum achievement in the market-oriented reform isdevelopment of non-State-owned economy, especially privately-managed economy. The development of non-State-owned economy is not only conducive to mitigating China’semployment problem, but also reversing the trend of declining employment elasticcoefficient effectively. The Forth, rapid agricultural development is also evident underthe market system。16plenary session made clear that China’s economic development hasentered into a new phase-industry nurtures agriculture and city supports countryside, inaddition, there is harmonious development between industry and agriculture, urban andrural", which is also an important guiding ideology of China’s agricultural reform. Understrong support from the Government, rural taxes are shrinking, especially since2006,canceling on a national scale.However there are a series of unavoidable questions during the development ofChina’s market-oriented reform, because of inadequate reform not of reform itself,suchas, heavy government-led economic growth,pendent modern property rights system,lagged fields of element do not meet marketing standards, widening income gap betweenurban and rural, trade, coastal and inland.Market-oriented reform in the new historical period continues to be a pressingresearch topic. The theme“how to change?” still needs to trial and investigation frompractice.
