Research On The Coproduction Of Rural Mutual-aid Services For The Aged

In recent years,with the development of China’s economy,a large number of rural people have gone out to find employment opportunities,resulting in the weakening of family support for the aged,which has aggravated the problem of old-aged care in China.Mutual-aid for the aged,a new model that mainly relies on the villagers’ own strength to solve the old-age problems,is a pragmatic choice with Chinese characteristics to deal with the plight of rural old-age problems.It priority has made remarkable achievements in China’s grass-roots practice,which makes national administrators realize the great significance of it to solve old-age problems,and standardizes mutual-aid for the aged through institutionalized means,making mutualaid for the aged an important achievement of rural governance modernization.However,there are still some problems in the development of rural mutual-aid for the aged,such as insufficient funds,light management of reconstruction,and low social participation.Therefore,it is necessary to play the role of multiple subjects and promote the cooperation between the government,village committee,elderly groups,and social organizations in rural mutual-aid for the aged to improve the supply efficiency of oldaged care service.This paper adopts the case study method and interview method,takes the Coproduction theory as the research perspective,constructs the analysis framework of "co-production motivation—co-production process—co-production results",selects the rural mutual-aid of the aged in county A of Jiangxi Province as the case study object,and analyzes the whole process of co-production with the analysis framework of Coproduction theory.It is found that the co-production process of rural mutual-aid for the aged in county A carried out four stages: cooperative design,cooperative management,cooperative provision and cooperative evaluation.Then,the co-production results of rural mutual-aid for the aged were analyzed from the perspective of value,subject and cost.The results show that although the co-production mode of mutual-aid for the aged has achieved good results in county A,there are some problems to be solved at the same time.The main problems are that multiple subjects have different recognition of cooperative objectives in cooperative design,lack of institutional guarantee in cooperative management,unclear rights and responsibilities in cooperative provision,and imperfect supervision mechanism in cooperative evaluation.Therefore,in the future,it is essential to be improved from four aspects:(1)Strengthening the communication between subjects and innovating the negotiation system;(2)Improve legal protection and establish incentive system;(3)Clarify the rights and responsibilities and build a service-oriented government;(4)Improve the evaluation system and strengthen the supervision mechanism.Only in this way can we solve the dilemma of co-production for rural mutual-aid for the aged and realize the healthy development of multiple subjects participating in it.
