| With the deepening of economic integration and trade liberalization,tariff restrictions and quota restrictions have gradually lost their traditional status and roles in the field of international trade.Developed countries have begun to seek new means to protect their markets and products and maintain their own International status,non-tariff barriers came into being.Technical barriers to trade(Technical Barriers to Trade,referred to as TBT)have become one of the most commonly used non-tariff barriers protection methods in developed countries due to their flexible,changeable,hidden and difficult to detect characteristics.As a new means of trade protection,the emergence of TBT has had a profound impact on developing countries including my country,especially with the rapid development of my country’s economic strength,foreign trade and science and technology,high-tech industries are exported in my country.The share of China is getting bigger and bigger and the role it plays is getting bigger and bigger,so the impact is particularly serious.There are many technical standards in developed countries,and technical requirements are generally higher than those in developing countries.On the one hand,TBT reflects the product quality gap between developed and developing countries;on the other hand,it also reflects that consumers have improved product safety.High requirements and a higher emphasis on environmental protection.If my country’s high-tech industry wants to remain invincible in the increasingly fierce international market competition,technological innovation is an essential and important link.Therefore,it has important theoretical value and practical significance to study the impact of TBT on technological innovation in my country’s high-tech industries and its coping strategies.This paper firstly summarizes and reviews the existing literature on the influence of TBT on technological innovation,systematically analyzes the existing problems in existing research and the trend of future development,and then analyzes the three aspects of technological innovation,TBT,and the relationship between the two.The theoretical basis is expounded,and at the same time,an in-depth analysis of the global technical barriers and the development status of my country’s high-tech industries is carried out,which lays the foundation for the subsequent research.The relevant data in 2019 was established with a panel model for research,and the preliminary results of the fixed effect regression were tested for robustness,and then the mechanism identification test was carried out for the mediating effect to prove the rationality of the entire statistical results.Finally,the empirical research conclusions of this paper were drawn.: First,the existence of technical trade barriers has a positive incentive effect on domestic technological innovation.Second,as a pre-qualitative explanatory variable,TBT can affect the next year’s patents and valid patents by affecting the next year’s foreign trade,exports and imports.In real life,because the technical barrier has been in a dynamic development process,its generation and existence will not only have an impact on the current trade and import and export,but also have an impact on future trade and import and export due to its temporal continuity.It has an effect,and through the conduction effect,it affects the patents and valid patents of the next year.Third,technological trade barriers can act on innovation by affecting the upgrading of industrial structure. |
