Research On The Implementation Of Rural Subsistence Allowance Policy Under The Background Of Rural Revitalization

The minimum living security system is an important part of China’s social assistance security system,which plays an important role in social security.As the last line of defense,the subsistence allowance policy is an important means for poor people and those who suffer from sudden disasters to tide over the difficult period smoothly.It aims to solve the living difficulties of poor farmers,prevent the occurrence of poverty and poverty,and give full play to the important role of the rural subsistence allowance policy.Since the experiment of rural subsistence allowance policy began in 1993,it has formed a relatively perfect institutional system after preliminary exploration and comprehensive promotion.However,in the process of implementation of the system,there are still some problems,such as inaccurate identification of rural subsistence allowance objects,difficult identification of poor farmers,inaccurate income accounting,and long subsistence allowance application process,which seriously affect the satisfaction of poor farmers and hinder them from enjoying the welfare of the relief policy.Taking district D as an example,this paper first summarizes the specific situation and policy effects of rural subsistence insurance in District D from the overall aspect,and comprehensively grasses the overall situation of policy implementation in district D.Secondly,problems are examined from the effect of policy implementation.Through interviews with staff,specific problems encountered in the implementation of subsistence allowance policies from counties to towns and rural areas were deeply explored.By means of questionnaire,we collect the comments and suggestions of village cadres,subsistence allowance recipients and ordinary villagers on subsistence allowance policies,then compile and analyze them.On this basis,we use The theory of Horne and Mitter’s system model to form a targeted strategy.The suggestions and opinions put forward in this paper will improve and ameliorate the current rural subsistence allowance policy.On this basis,guidance and reference are provided for the subsistence allowance work in AREA D.With promotion and replication,it will improve the level of social assistance,guarantee the family life of the people in need at the present stage,and support the rural revitalization.
