Housing security is one of the livelihood issues that people are most concerned about,and the housing environment of the rural poor is the most important issue of housing security,and the rural dilapidated house renovation policy has emerged as the times require.The rural dilapidated house renovation policy concerns whether farmers can fully enjoy the safety of their lives and properties.It is an important issue that affects the "three rural issues" and thus the socialist economic development with Chinese characteristics.In recent years,it has received great attention from the party and the state and related policies.The transformation of dilapidated houses in rural areas has also become a key task and key part of my country’s poverty alleviation,social security,and new-type rural construction and development projects.Chongqing City has officially implemented the rural dilapidated house renovation project since 2009,and D Town in Bishan District has gradually started and implemented the rural dilapidated house renovation policy since 2012.After nearly ten years of unremitting efforts,it has achieved more brilliant results.The government completed the renovation of 1,030 C-class dilapidated houses and 526 D-class dilapidated houses in rural areas,and helped more than 7,000 ordinary rural households to improve their housing conditions,which significantly improved the comfort level of rural residents’ housing and effectively improved the rural living environment.However,in the process of implementing the rural dilapidated house renovation policy,there are some problems.In view of this,this article takes D Town,Bishan District,Chongqing City as the main research object,and analyzes the current situation of rural dilapidated houses in D Town on the theoretical basis of Smith’s policy implementation theory and Horn-Mitte system model.Discuss the existing problems from the two levels of policy formulation and policy implementation,and analyze their causes in combination with theory,and then propose optimized paths for reference from these two levels in a targeted manner,with a view to providing reference for the future development of rural dilapidated house renovation projects.This article contains five parts.The first part is the introduction,which mainly introduces the research background,research significance,technical methods and other aspects of this article,and systematically combs the current domestic and international research trends and results;The second part clarified the related concepts and theoretical basis of the rural dilapidated house renovation policy,and determined that the Smith policy implementation theory and the Horn-Mitter system model are the theoretical basis of this article;The third part is a more detailed elaboration of the policies and status quo of D Town and rural dilapidated houses in Bishan District,and pointed out the current problems from the policy formulation and policy implementation levels;The fourth part starts from the theoretical model and systematically analyzes the causes of these problems in combination with the various aspects of D Town in Bishan District;the fifth part puts forward corresponding countermeasures and suggestions at the level of the problem,which has certain theoretical and practical significance;Finally,it summarizes the research results of this paper,and points out the problems that need to be further solved that are not involved in this paper.
