Study On The Implementation Of Rural Subsistence Allowance Policy In Yunxiao County

This paper takes the implementation of rural subsistence allowance policy as the research perspective,and uses the relevant data and texts from official website of the Ministry of Civil Affairs and the State Poverty Relief Office as first-hand data for text analysis.On the basis of this,field research was carried out in Yunxiao county to collect relevant research data.The paper describes the current situation of rural subsistence allowance policy in Yunxiao county,analyzes problems and the causes of the problems of rural residents living on subsistence allowances in Yunxiao county.Finally,reasonable Suggestions are put forward for the smooth implementation of the rural subsistence allowance policy in Yunxiao county in order to carry out the rural subsistence allowance work smoothly.Through searching related material as well as the questionnaire survey,the author understand the general situation of rural subsistence allowance object in Yunxiao county.This paper makes a comprehensive analysis from the aspects of age distribution,education level,income source,physical health status,consumption expenditure and the satisfaction and understanding degree of rural recipients of subsistence allowance policy.It is found that there are some problems in the implementation of the rural subsistence allowance policy in Yunxiao county.For example,it is difficult to define marginal households when the poverty population is classified;The impartiality of democratic appraisal is difficult to guarantee;Poor communication between departments;The publicity is not sufficient.There are four reasons for the problems in the implementation of the rural subsistence allowance policy in Yunxiao county.The subsistence allowance standard is difficult to strictly carry out,the policy implementation lacks the supervision;The reasons for the target groups are: weak democratic consciousness,low democratic participation,and the profit-seeking behavior of the recipients of subsistence allowance;The reasons for the main body of the implementation are as follows: the resources of government departments are not integrated effectively,and the implementers’ understanding of the policies is biased;Environmental reasons for policy implementation: the grass-roots forces are weak,the relief and security system is not perfect,and the backward concept of policy relief.At one time,to develop more targeted and practical solution strategy,for example,by establishing and perfecting low object declaration of family income and employment of economic property assessment professionals,to set up the family difficult situation scoring system to scientific identification of low-income residents income,defining the standard of safeguard of rural residents;By improving the related laws and regulations of the subsistence allowance policy,emphasizing government responsibility and strengthening supervision and management,the standardization of the implementation of the rural subsistence allowance policy can be strengthened.And pay attention to the scientific design of the organizational structure,strengthen the communication and coordination of the department,the implementation of the low-income objects listing management.Through the above strategies,we hope to better ensure the effective implementation of the rural subsistence allowance policy and build a more complete social security system in rural areas.
