The Impact Of Innovative Resource Allocation Efficiency On The Upgrading Of Manufacturingstructure

The 14 th five year plan for national economic and social development of the people’s Republic of China and the outline of long-term objectives for 2035 place innovation at the core of the overall situation of modernization.In the process of promoting high-quality economic development,China pays more and more attention to the role of improving the efficiency of innovative resource allocation in promoting the upgrading of manufacturing structure.However,due to the low initial endowments of innovation resources,the weak ability to undertake industries,and the impact of COVID-19,the actual effect of the promotion is not as good as expected.With the continuous improvement of the development level of the Internet and the increasing platform effect and sharing effect,the external development environment for the optimization of innovation resource allocation and the upgrading of manufacturing structure is also constantly optimized.Therefore,it is necessary to give full play to the role of the Internet in the allocation of innovative resources,improve the efficiency of the allocation of innovative resources,and maximize the upgrading of manufacturing structure,which is of great significance for China to open up the blocking point of manufacturing structure upgrading and promote high-quality economic development.Therefore,based on the resource allocation theory,innovation theory,industrial structure upgrading theory and Internet related theory,this paper first constructs the research framework of "improving the efficiency of innovative resource allocation-adjusting the level of Internet development-upgrading the structure of manufacturing industry",and puts forward theoretical assumptions on the basis of clarifying the action mechanism of the three;Secondly,calculate the efficiency of innovation resource allocation,the upgrading index of manufacturing structure and the development level of Internet,analyze the current situation,and observe their change trend to clarify their internal relationship;Thirdly,using the provincial panel data from 2005 to 2019,taking innovation capital and innovation manpower as examples,this paper empirically tests the promotion effect of the improvement of innovation resource allocation efficiency on the upgrading of manufacturing structure.In order to further explore how to enhance the promotion effect,this paper introduces the concept of interaction term,investigates the regulatory effect of Internet development on the relationship between the two,and tests the differences of the regulatory effect in different regions,industries and the allocation of innovation resources;Finally,according to the research conclusions,from the perspective of using the Internet,policy suggestions are put forward to improve the efficiency of innovation resource allocation and effectively promote the upgrading of manufacturing structure.The research conclusions are as follows:(1)the improvement of innovation resource allocation efficiency can promote the upgrading of manufacturing structure,and the promotion effect is affected by the type of innovation resources,that is,the improvement of innovation capital allocation efficiency can significantly promote the upgrading of manufacturing structure,and the improvement of innovation human allocation efficiency has no significant effect on the upgrading of manufacturing structure.(2)The development level of the Internet can positively regulate the relationship between the efficiency of innovation resource allocation and the upgrading of manufacturing structure,that is,with the improvement of the development level of the Internet,the promotion effect of the improvement of innovation capital allocation efficiency on the upgrading of manufacturing structure has become more significant,and the promotion effect of the improvement of innovation human allocation efficiency on the upgrading of manufacturing structure has changed from insignificant to significant.(3)There is heterogeneity in the regulation effect of Internet development level.There is no regulation effect in the west,there is a positive regulation effect in the middle,and the regulation effect in the East depends on the type of innovation resources;There is a positive regulatory effect in capital intensive industries,and the regulatory effect in labor-intensive and technology intensive industries depends on the type of innovation resources;When innovation resources are insufficient,there is no regulation effect.When innovation resources are surplus,the regulation effect depends on the type of innovation resources.Based on the above conclusions,this paper puts forward the following policy suggestions: first,give full play to the role of Internet in allocating innovation capital and release the dividend of innovation capital allocation;Second,build the advantages of Internet in allocating innovative manpower and solve the problems of innovative manpower allocation;Third,grasp the development opportunities of the Internet according to regional differences;Fourth,make good use of Internet development conditions according to industry differences;Fifth,adjust the Internet development plan according to the differences in the allocation of innovation resources.
