| Civil airports have dual natures of public welfare and commercial quality,playing multiple roles in the civil aviation industry.The airport charges policy has been continuously adjusted and improved with the reforms of China’s civil aviation system and the foundation and growth of the socialist market economic system.In January 2017,the CAAC issued the circular on adjusting the scheme of civil airport charging standards,marking another major revision to China’s airport charges policy after ten years.The new policy liberalizes the prices of some essential items and extends the airport’s autonomous pricing authority,which significantly impacts civil airport revenue.This paper firstly analyzes and calculates the main changes and impacts of the new policy on the level of China’s civil airport industry.Then,it selects KL airport as a research case to analyze the impact of the new policy on airport revenue from the perspective of an individual civil airport.Finally,combined with the development status of the airport industry and the impact of the new policy,this paper proposes countermeasures and development proposals to improve revenue in the context of the new policy’s implementation from the airport’s perspective.The main findings of this study are as follows: The new charges policy could promote the growth of the overall revenue of the airport industry.However,the overall revenue growth of small and medium-sized airports is lower than that of large airports,reflecting the unbalanced development of China’s civil aviation industry.The implementation of the new policy has increased the revenue of KL airport.In addition,the highly market-oriented charging items can bring more stable revenue to the airport.Still,there are also problems such as a lack of a pricing system,a high risk of capital liquidation,and a single source of revenue.It is suggested that China’s civil airports should accelerate the market-oriented transformation in multiple dimensions and realize diversified development. |
