The Research To The Performance Evaluation System Of The Substitute Building Agency Of The Government Invested Projects

In recent years, china has been in the process of pushing the system of governmental investment construction agency into practice. As the goals, interests, owned information and status are different among the different parties in the agency system, a series of complex relationship with commission and agency, which causes high risk for the implementation of these projects. Based on the theory of commission and agency, this dissertation established a series of system of encouragement and restrictions for the agents. That is the performance evaluation system of agency institutions, which serves an important matching system for the implementation of agency. On one side, it can help the government to select agent with high quality and professional skills; on the other, via examining and evaluating the result of governmental investment construction project, the management level of the agent can be enhanced and finally help the government to realize the goal of maximizing investment returning.This dissertation starts with the basic concept, basic theory and basic methods of the performance evaluation system of agent project. Through methods of the establishing model combined with system analyzing, the quantitative analyzing and the qualitative analyzing. Then it focuses on researching the establishment of performance evaluation system of the governmental investment construction projects. Then combining with the operation of the system, it analyzes the problems when implementing the performance evaluation work and put forward some countermeasures.In the most important part of this paper-to establish the performance evaluation system for the governmental project agents. It is based on analyzing the factors of the evaluation system, and then put forward the whole plan to establish the performance evaluation system, as well as researching on the composition parts of the system. First, based on evaluating the content of performance, according to the principle of the guidelines, the index system for the evaluation system can be set up; second, with the help of criteria of evaluation, the methodology system of the evaluation system can be set up and the practical analyzing method and basic thoughts on index weight system can be obtained. At last, it put forward some assumption on the implementation and applying the result of the evaluation system.
