| The development of tourism in the new era is thriving,and it has become a source of power and an important carrier to promote local economic and social development.After more than 40 years of reform and development,Yunnan’s tourism industry has achieved remarkable results and has become a pillar industry in Yunnan Province.However,in recent years,Yunnan Province has experienced a series of typical cases related to tourism,such as cheating,forced shopping,and bullying the market.Tourism complaints remain high,and various types of tourism chaos emerge in an endless stream.They have been widely criticized and criticized by all walks of life,and even caused a lot of suffering.criticized tourism crisis.In order to resolutely curb tourism chaos and protect Yunnan’s tourism "golden signboard",the Yunnan provincial government has issued a series of tourism market supervision policies to rectify the market order,and achieved remarkable results.It can be seen that the tourism market supervision policy,as an important foundation for the healthy development of Yunnan’s tourism industry,has a profound impact on the sustainable development of Yunnan’s economy.In view of the importance of tourism market supervision policies,this paper deeply analyzes the changes of Yunnan tourism market supervision policies since the reform and opening up,sorts out the policy characteristics of each historical stage,further explores the driving factors that promote its changes,grasps its objective development law,and looks forward to its development.The overall trend of future development is not only a practical need to enrich Yunnan tourism market supervision policies,but also a theoretical need to expand tourism market supervision research.Under this background,this paper focuses on the changes of Yunnan tourism market supervision policies since the reform and opening up,and introduces the discontinuity-equilibrium theory as an analytical framework to explain it in detail.By sorting out the supervision policies of Yunnan tourism market,this paper divides the changes of Yunnan tourism market supervision policies into three equilibrium periods and two discontinuous periods,namely the initial policy equilibrium period(1978-1994);the policy discontinuity period(1995-2004).;Policy Equilibrium Period(2005-2012);Policy Interruption Period(2013-2017);Policy Equilibrium Period(2018-present).At the same time,this paper uses the quantitative research method of policy literature to support,and verifies the basic characteristics of gradual equilibrium and discontinuous change in policy change.Further research found that in the process of changes in Yunnan tourism market supervision policies,changes in policy landscapes are the preconditions for changes in tourism market supervision policies,while the outbreak of focused events,the shift of local leaders’ attention and changes in macro-level value orientations are the factors that affect policy changes.three basic variables.Finally,based on the above analysis,this paper puts forward suggestions for the formulation of Yunnan tourism market supervision policies in the future from the aspects of doing a good job in the top-level design of tourism market supervision,clarifying the attention direction of the local decision-making system,and promoting cooperation and co-governance with multiple participation. |
