The frequent occurrence of global public events has brought a series of challenges.The international food price has been rising,and food security has become one of the most affected areas.The supply and demand of the international grain market have become tense,which has exacerbated the rise in global grain prices,and global food security is facing a huge impact.Multi-agency statistics show that China ’ s food supply is safe,but the national food supply and demand has been in a tight balance,and food security problems have also exposed some hidden dangers.In April 2021,the food administrative regulations for the first time clearly stipulate that food security implements the system of party and government responsibility,which highlights the importance of food security.The food administrative department is an important functional department to ensure national food security.In the institutional reform of the State Council in 2018,the duties of the National Food Bureau were integrated,and the Food and Material Reserve Bureau was established,which no longer retains the Food Bureau and is managed by the Development and Reform Commission.In this reform,although the food sector was retained,it also became the object of reform and merger of local government institutions.In 2019,the P county government implemented an institutional reform of the food bureau,carried out a new functional orientation for the food work merged into the Development and Reform Commission,and strengthened the functions of the food sector at the county level to better ensure food security has become a problem that needs attention in the current international situation.Based on collaborative governance theory and principal-agent theory,combined with literature research and interview research,this paper analyzes the problems in the process of carrying out food security after the reform of the food sector.In order to further explore the problems,the author conducted a four-month practical study in the grain department of P County.Through in-depth interviews with seven in-service employees of the grain administrative department and ten chairmen of grain storage enterprises,the author examined the food security work materials of the grain bureau of P County in the past 10 years,and had a comprehensive grasp of the implementation process of the grain department ’ s function of ensuring food security.Through the interaction and cooperation among the systems in synergy theory,an analytical framework is provided for how to better carry out food work after the merger of the food sector and the NDRC agencies.In the NDRC,the Food Bureau and the relevant departments of food law enforcement,cooperation and collaboration between different units are social phenomena contained in the theory of collaborative governance.In the principal-agent theory,local governments and local grain bureaus are intermediate principal agents,and state-owned grain enterprises are terminal agents.The responsibility for food security is hierarchically represented.From the perspective of the status quo of the grain sector ’ s function of maintaining food security in County P,based on the logic of “ theoretical positioning – conceptual analysis – finding problems –analyzing reasons – proposing strategies,” this paper takes the functions of the grain sector ’ s reserve management,industry guidance and supervision and law enforcement as the analysis dimensions.In the grain work after the institutional reform of the grain sector in County P,there are problems such as insufficient performance of the reserve management work,insufficient development of the industry guidance function,and insufficient implementation of the responsibility of grain law enforcement and supervision.Through deep analysis of the causes,it provides a useful reference for further standardizing and improving the performance of the functions of the food sector,exploring the path suitable for the transformation and development of grass-roots food bureaus,and ensuring food security in China.Through the literature research on food security,and the practical research of the food sector,it is concluded that food has two attributes of commodity and public goods.In ensuring food security,it is the attribute of public goods,so it must be provided by government departments.To solve the problem of food security,this paper proposes to implement the construction of talent team in the field of food,straighten out the department management system,focus on improving the food security responsibility assessment work,strengthen the supervision and law enforcement function of the Food Bureau,establish a sound incentive accountability mechanism and other measures to complete.Therefore,in the process of ensuring food security,the government needs to strengthen the functions of local governments and the food sector to achieve food security.
