As my country’s "aging" situation is becoming more and more serious,it has had a profound impact on macroeconomic operation,political governance capacity,social security and other aspects.The party and the state attach great importance to the development of the cause of the elderly and the elderly care service system,and have made important instructions for the three consecutive "five-year plans".From the "Twelfth Five-Year Plan" period,my country has made great progress in the two aspects of the elderly care business and the construction of the elderly care system;to the "Thirteenth Five-Year Plan" period,the protection of the relevant rights and interests of the elderly and the future development of the elderly care service industry.The relevant laws and policies have also been continuously improved;the coverage of basic elderly care services and basic medical services has been continuously expanded,and the level of social security has been improved year by year;integrated pension service system.In the "14th FiveYear Plan" period,the "Proposal of the Central Committee of the Communist Party of China on Formulating the 14 th Five-Year Plan for National Economic and Social Development and the Long-term Goals for 2035" proposed that "implementing a national strategy to actively respond to population aging" : Actively develop aging human resources and develop silver-haired economy.The "14th Five-Year Plan for the Development of National Aging Causes and Elderly Care Service System" further proposes a national economic development strategy to actively respond to aging,which is led by the party organization,deeply led by the government,actively participated by the society,and acted by the whole people to promote the current social development.New progress has been made in the elderly who are cared for,who are treated by medicine,who are active,who are learning,and who are happy,so as to realize the development vision of the elderly sharing the fruits of reform and development and enjoying a happy old age.This paper investigates the choice of old-age care methods for rural residents in 16 cities in Shandong Province,hoping to clarify the influencing factors to improve the construction of a multi-level old-age service system for rural residents.Through the use of bivariate correlation analysis,we can clarify the correlation between influencing factors and pension methods,as well as between influencing factors,and make simple judgments.Through analysis,the significant influencing factors of the choice of pension mode are obtained,and the influence degree of each influencing factor is analyzed;then from the perspective of qualitative analysis,the ISM model is used to analyze the relationship and hierarchical structure of each influencing factor,which provides policy recommendations for the following sections.more specific theoretical basis.The research results show that:(1)Eight variables,including marital status,years of education,occupation type,family employment ratio,type of pension insurance participation,insurance payment level,pilot cities,and the impact of the epidemic on income,have a significant impact on the choice of pension methods.(2)Insurance payment level and pilot cities are the direct surface factors,the type of pension insurance participation,occupation type and the impact of the epidemic on income are indirect middle-level factors,and marital status,years of education and the proportion of the family employed are the deep root factors.According to the analysis of the above conclusions,this paper puts forward countermeasures and suggestions from four perspectives: individual,family,government and society,in order to play a positive role in promoting the construction of the rural residents’ pension service system,improve the coordination between home and community institutions,and improve the relationship between medical care and health care.Combined pension service system and health support system. |
