In recent years,with the speeding up of our country’s urbanization,traffic jams become common phenomenon in most large and medium-sized cities.Urban rail transit has been the top choice of the list to reduce the traffic stress on the road.However,urban rail transit with high cost,long payback period brings builder two major problems: fund shortage and operating loss.At present,only by government revenue to meet the construction of rail transport has been unable to cover the needs of the growing traffic.PPP mode applied in urban rail transit can not only reduce government financial pressure to meet the social needs,but also can improve the efficiency of management by introducing advanced technologies and management experiences into the project.Therefore,the government is pushed turning into the co-participant and co-guider for the urban rail transit project instead of the traditional way of project undertaker.By using literature analysis and case analysis methods,this paper studies the Public-Private-Partnership Vol.PPP mode)theory and discusses the applications of the mode by taking the example of Nanjing No.5 Subway project.The paper also analyzes the problems during PPP mode application and shows solutions to them. |
