| Land expropriation is related to the national economic development.The compensation standard of land expropriation is closely related to the legitimate rights and interests of land expropriated farmers,which is the core interest of farmers.Over the years,there have been problems of insufficient openness and transparency of land acquisition procedures,low and inconsistent compensation standards,resulting in frequent land acquisition contradictions and low public satisfaction.The new land management law implemented on January 1,2020 has made great adjustments and improvements to land expropriation compensation and resettlement,consolidated a series of national pilot achievements on land expropriation compensation and resettlement,and will be defined in the form of law.Compared with the annual output value multiple method implemented in the old land management law,the regional comprehensive land price has significant advantages,and needs to be adjusted or re published at least every three years,which is of great significance for the development of land acquisition compensation standard in line with social and economic forms and the protection of the legitimate rights and interests of land expropriated farmers.This thesis selects the comprehensive land price standard of Xuzhou land expropriation compensation area as the research object,based on the collaborative governance theory and differential land rent theory and makes an in-depth study by using the methods of literature research,comparative analysis and field investigation.Firstly,it expounds the related concepts of land acquisition compensation and regional comprehensive land price,as well as the principles and technical methods of formulating regional comprehensive land price standards.Secondly,sort out the changes of comprehensive land price standard in Xuzhou before and after the implementation of the new land management law,and compare the comprehensive land price standard with the current actual compensation standard and land transaction price.Through combing and comparison,it is found that there are problems in the regional comprehensive land price standard.After induction,the existing problems are divided into two categories.The first is the local problem,that is,Xuzhou’s own shortcomings,mainly including rough zoning,improper price calculation,price ambiguity,and low resettlement subsidies.The second is the universal problem,that is,the problem of policy orientation,mainly including the lack of distribution of land value-added income and the hidden dangers of the new "same price in different places" and "different prices in the same place".It is found that the main causes of local problems are too tight work schedule,low public participation,tight finance,insufficient work funds and insufficient understanding of policies by policymakers.The main cause of universal problems is the insufficient exploration of the new land compensation system.Finally,based on the experience at home and abroad,this thesis puts forward the countermeasures to improve the comprehensive land price standard of Xuzhou urban area.We will further safeguard the legitimate rights and interests of land expropriated farmers by adjusting and announcing the new regional comprehensive land price standard,establishing and improving the public participation platform,increasing capital investment,training professionals and exploring the new model of "regional comprehensive land price + land value-added income" and "market-oriented compensation + taxation". |
