As Chinese government continues to promote urbanization, the scale of land expropriation is constantly increasing, and land expropriation problems are constantly seen in various media reports. Some problems are results of inappropriate means of implementation, but the more due to the inadequacies of the relevant land expropriation system. As a typical country of densely populated, and as a developed country, Japanese law and regulation system has been made very complete and explicit, especially the land expropriation system of Japan is relatively sound. For another reason, Japan has a wealth of practical experience on land expropriation because of its rapid development in early time, but the studies of Japanese land expropriation system with typical cases are relatively few.The author use literature interpretation and comparative research method in this paper to explain what Japanese land expropriation system is like, and then try to find proposal to ameliorate Chinese land land expropriation system. There are six chapters in this paper. Chapter1is introduction part, including the background and the implications of this research, literature review, research methods and article structure. Chapter2is about the Japanese land property right system and land law system. Chapter3describes Japanese land expropriation system by introducing Land Expropriation Law in two ways:the land expropriation program and compensation. Chapter4narrates the process of Narita ariport’s construction and the meaning of this case. Chapter5compares a similar case in China with Narita airport problem, and raise possible improving suggestions. The final chapter summarizes the full text, expounds innovation points, shortage and follow-up research.Compared with Japanese land expropriation system, the author suggests that Chinese land expropriation system should draw a independent supervisory mechanism to ensure the whole progress of land expropriation is legal.
