Research On Radio Management Problems And Countermeasures In Anhui Province

Since it was discovered and used by human beings,radio has become more and more important.With the development of science and technology and the continuous application of new radio technologies and new services,radio is penetrating more deeply and widely into all levels of economy and society.At present,radio has been widely and deeply applied in many fields closely related to people’s livelihood,such as aviation,communications,meteorology,etc.in addition,radio also plays an irreplaceable role in the country’s political,military,scientific and technological fields.With the continuous application of radio in various fields,the contradiction between supply and demand in the process of resource allocation,the problem of illegal use of frequency to set up stations,and the severe situation of radio security are also emerging.As a functional department of the government,how to perform their own duties,manage resources,stations,order,and do a good job in radio security is the main content of this thesis.This thesis takes the radio management of Anhui Province as the research object,makes an in-depth analysis of the problems and causes of the radio management in Anhui Province by using the methods of literature research,case analysis,investigation and comparative research,and puts forward corresponding countermeasures and suggestions in combination with the relevant theories of public management.This thesis introduces the concept of radio spectrum resources,the basic attributes of radio spectrum resources,the functional organization of radio management in Anhui Province and the allocation of radio spectrum resources.By analyzing the current situation of radio management in Anhui Province,it is pointed out that there are the following problems in radio management in Anhui Province:first,the contradiction between supply and demand of resources is prominent,and the economic value of resources is not apparent;Second,there is a lack of supervision over the use of frequency to set up stations,and the abuse of private establishment is prominent;Third,the law enforcement ability is insufficient and the technical ability lags behind;Fourth,the radio security guarantee mechanism is not perfect and the guarantee capacity is insufficient.Through the in-depth study of the problems existing in radio management in Anhui Province,the following reasons are found: first,the system and mechanism are not smooth and the means of configuration are insufficient;Second,the station management mode is backward and the management is insufficient;Third,the law enforcement mechanism is not perfect,and the technical supervision means lag behind;Fourth,there is a lack of awareness of the importance of radio security,and there is a lack of talent and equipment.Based on the advanced experience of radio management in the United States and Britain,according to the public goods theory,policy tool theory and technology governance theory,this thesis puts forward countermeasures and suggestions for radio management in Anhui Province: first,innovate the system and mechanism,and enrich the means of resource allocation;Second,promote the whole process management of stations and improve the management informatization level;Third,improve the law enforcement system and mechanism,and enhance the ability of technological governance;Fourth,improve the radio security mechanism and promote the construction of talent facilities.It is hoped that this study can provide an effective reference for the four aspects of radio resource management,station management,order management and security in Anhui Province,and can improve the efficiency of radio management in Anhui Province.
