Research On Development Strategy Of Radio Spectrum Resource Management

Radio has been applied to the communication for more than one hundred years, and it has been in the stage of rapid development. With the constant development and wide application of radio technology, social demand for radio spectrum is growing day by day. Though more and more spectrum can be used and the density of using spectrum is also increasing under the continuous efforts of researchers, the rapid growth of spectrum demand makes a more and more big gap between the supply and demand.With the development of technology, open up new spectrum resoure and save the usage of spectrum approach are difficult to achieve in a short time. The main way to solve the increasingly tense situation and contradiction between supply and demand of spectrum resources is that we should strengthen the reasonable planning and usage of spectrum resources. How to manage spectrum resources effectively by scientific and rational planning and allocation of spectrum, increase the service efficiency of radio spectrum integral and alleviate the spectrum resources increasing tense situation, and realize the maximization of the social benefit of spectrum are the main problems discussed in this paper.This paper analyses the public goods attribute of the radio spectrum resource. from the analysis of the public goods attribute of the radio spectrum resource, basing on the status of the radio spectrum used in Shandong province, in order to improve the spectrum usage efficiency and put forward the improvement project of spectrum resources market or government allocation. In this paper, the first chapter summarizes the background and significance of the radio spectrum resource management and research results of domestic and foreign experts and scholars, determining the research methods and ideas of the paper. The second chapter introduces the related situation of radio frequency spectrum resource management, the basic theory of public management and public goods classification of radio spectrum resources. The third chapter introduces the status of the radio spectrum resources used in Shandong province and the practical problems encountered in the process of management. At the same time, it summarises and analyses these problems. The fourth chapter puts forward a new resource allocation price evaluation system which bases on spectrum resources price assessment model. It analyses the spectrum marketization approach contrastly, so that it can lays a foundation of leading the spectrum into market allocation and raising the utilization ratio of spectrum. The fifth chapter puts forward for improving the government-led way of spectrum allocation of resources and promotes the ways to improve spectrum utilization. It puts forward specific measures and solutions around the ideas of strengthening function and the changing methods of management. It also strengthens the construction of the system of legal work and ideas of system construction. The last chapter sums up and outlooks for the whole text.In the paper, the spectrum of price assessment model and the spectrum allocation price evaluation system derives from the actual situation of the radio spectrum management work, which gets more perfection and improvement on the basis of research achievements of previous scholars. It will play an reference role in the radio spectrum resources price. In addition, the research results which based on the status of the radio spectrum resources used in Shandong province will guide the radio spectrum resource management work in Shandong province contrapuntally and operablely. This thesis is also meaningful for other provinces and the national radio spectrum resources management.
