Study On Market Allocation Mechanism Of Radio Spectrum Resource

With the progress of radio technology, the radio has been applied in all fields of social and economic departments, and correspondingly, the demand for radio spectrum from all sectors is also increasing. As a rare, non-renewable and non-depleted public resource, how to make the radio spectrum be effectively used and reasonably allocated to maximize its economic value and utilization efficiency has become the hot point in present international study. This thesis comprehensively adopts the combination-based principle involving the theory and empirical study, qualitative and quantitative analysis and the inductive and deductive methods, through analyzing and studying the theory and practice case of spectrum allocation at home and abroad, with the study focus on spectrum auction, to analyze the necessity and feasibility of spectrum resource auction in China. The auction mechanism shall be designed available for operation, further study how to manage the secondary market of spectrum resource and finally establish a set of allocation system and management mode for it under market mechanism.This thesis in partâ… expounded the economic value of the radio spectrum resource and comprehensively analyzed its scarcity, utilization and potential economic benefits, based on which, an economic value appraisal index was designed and an economic value appraisal system for radio spectrum was established through the analytic hierarchy process (AHP). The economic value of the radio spectrum is the basis to carry out market mechanism management to it.The partâ…¡took the radio spectrum resource as the object to study, starting from its competitive and exclusive nature, divide it into 4 public resources with respective characteristics, and implement different allocation and management method according to different characteristics to maximize the national defense security, social development, economic growth and social welfare.The part III studied the winners curse problems and basic auction theory in the spectrum auction, pointing out the auction with uniform price is an auction mechanism effectively reducing the risks for winners curse, but correspondingly harming the interests of the sellers in some degree. For which, this thesis designed two auction mechanisms composed of the uniform price sealed auction and the uniform price sync up auction. Under the two mechanisms, it discussed the different influences on the sellers'income by the auction-band number and the buyers'attendance, and concluded that the theoretical balance between the risks reduction of winners curse and income guarantee of the sellers. The conclusion about the model will give some direction to the design of the auction mechanism in the future.The part IV studied the collusion problems arising during the auction of spectrum. First, it discussed the collusion method and purposes of the buyers in the reserved price auction, and offered the buyers bidding strategy under the full collusive conditions of weak cartel. From the seller's point of view, how the sellers, under the full collusive conditions of weak cartel, to design the reserved price to reduce the risks of the inefficient or invalid auction caused by the existed collusion, and further expand from the single items of collusion model to the collusion problems existed in the multi-items auction.The part V studied the relationship of the spectrum secondary market and the first allocation method, and concluded the mutual influence existed between the first allocation of spectrum and the second trading, and analyzed the major factors influencing the spectrum trading market.At last, this thesis analyzed the spectrum market in China, taking the allocation of 4G spectrum resource as the object to study. It designed a set of feasible and operational spectrum auction and trading mechanism and used it as the practice summary for the theory study of the whole thesis.
