Research On The Economic Efficiency Of Counterpart Support Policy On The Southern Jiangxi Of Former Central Soviet Areas

In August 2013,The State Council General Office announced a plan for relevant entities to help the original core Soviet area in southern Jiangxi regenerate and grow.After the first phase of response support work was completed,the State Council published a new set of response support policy plans in April 2021,thus continuing the program.The counterpart support strategy has the property of constructing a high-quality spatial layout as a method to minimize economic inequalities across areas,which has far-reaching implications for enhancing regional economic efficiency.As a result,when the first phase of the policy is completed,objectively measuring the economic impact of the counterpart assistance policy on the assisted counties is critical.This study considers the economic efficiency as a research viewpoint,from the four perspectives of factor efficiency,industrial transformation,financial vitality,and social environment,based on the meaning and requirement of the response support policy.The research objects were the mechanism of action between the two groups from 2004 to 2019 in Jiangxi Province’s aided and non-aided counties,the SBM model was used to calculate the economic efficiency index.After the two groups were matched,the propensity score matching approach was employed to enhance the comparability of the two groups.The average effect,the dynamic impact,and the cumulative effect are all terms that may be used to describe,geographic effect,and heterogeneity of the policy were estimated using the double difference technique,the spatial double difference method,and the synthetic control method,respectively,in order to improve the associated research on the economic impact of counterpart support and to modify the policy framework for the next stage of development assist assisted counties in improving their economic efficiency.The findings of the study reveal that:(1)the response assistance program has greatly enhanced the economic efficiency of the aided counties in the former central soviet area,such as southern Jiangxi,and has had a long-term effect.Policies can increase the economic efficiency of helped counties by boosting factor efficiency,industrial transformation,financial vitality,and social environment.(2)At this stage,the response support policy is still primarily intended to compensate for the shortcomings of regional development,and the spatial spillover effect is not significant;the economic efficiency of the surrounding areas of the recipient counties during the policy period has spatial spillover,which improves the recipient counties’ economic efficiency.(3)There are regional differences in the economic effects of counterpart support policies,which have the greatest impact on Ganzhou;the net effect of policies in non-poor counties is higher than the net effect of policies in poverty-stricken counties;the net effect of policies in municipal districts is higher than the net effect of policies at the county-level cities and counties.According to the findings of the study,suggestions are put forward:(1)Aided counties should exercise their subjective initiative fully,grasp policy benefits,and establish their own distinctive development based on the advantages of local resource endowments.(2)Maximize the system’s benefits by developing the operating mechanism,maximize the assistance of support departments to helped counties,emphasize the importance of "blood transfusion" and "hematopoiesis," and promote the overall economic and social growth of aided counties.(3)Improve cooperation between support departments and assisted counties,encourage the combination of government direction and market competitiveness,and properly promote the pilot program,encourage the development of mature expertise,promote the establishment of good cooperative relations between the aided regions,and symbiosis effect of stimulating area.
