Study On Spatial Control Of Informal Economy In The Context Of Industrial Transformation And Upgrading

Since the reform and opening up,township enterprises have emerged in coastal areas of China.While promoting the rapid growth of regional economy,a large number of illegal land occupation and illegal construction activities have appeared in rural collective land from bottom to bottom.These "two violations" buildings are all over the suburban areas,which are defined as "informal economic space" in this paper.Under the condition of high-quality development,these informal economic Spaces have not met the requirements of current land intensification and green development,and become a major problem of urban governance.The study of local government’s regulation of informal economic space can bring enlightenment to the improvement of modern government governance,so as to avoid the potential social problems that governance may bring,and help guide the transformation and upgrading of industries.Within this paper,taking jiangxi bamboo-shack furniture industry cluster composed of "the tin factory tent" main informal economy space as the study case,based on informal correlation theory and control theory and game theory,studies the social and economic characteristics of the informal economy space,and space distribution characteristics of the machine,and for the formation of the informal economy space evolution,the government control process and benefit gambling analysis,Finally,it puts forward the governance dilemma and relevant "regularization" countermeasures.Based on the above ideas on the basis of combing related literature at home and abroad,through field survey,semi-structured interview,questionnaire investigation,analyzing and spatial analysis found that: first,the informal economy is mainly along the sides of their He Guo Dao space characteristics,and concentrated in the suburban area,its internal space form irregular,poor environment.Most furniture enterprises in the informal economy space are small and micro enterprises,and the owners hold a positive attitude towards "normalization".Secondly,the control stage of tin sheet shed can be divided into three stages,during which the local government’s control of it has experienced the process of "control-deregulation-increase of control-relaxation of control".In the whole process of governance,the local government,as the main regulator,is consistent with the demand of the government.In the process of regulation,the main interests of the game,the distribution of interests constantly adjust.Finally,the paper analyzes the current governance dilemma and puts forward two "regularization" countermeasures:one is government-led construction of furniture gathering area;Second,the village collective led the construction of village collective industrial park.Classified resettlement of furniture enterprises in informal economic space,vacate inefficient land,realize industrial transformation and upgrading and intensive use of land.
