Research On The Implementation Of Red Tourism Policy In X County

The red tourism policy is that the party and the country actively develop red tourism,carry out extensive education on patriotism and revolutionary traditions,vigorously promote and cultivate the great national spirit,enhance national cohesion,and promote the economic and social development of old revolutionary base areas in order to fully tap and utilize the revolutionary historical and cultural resources.It has been 18 years from 2004 to 2022,and a series of policies such as planning,programs,opinions and government services have been formulated and issued.During the 18 years,the policies have been continuously developed,changed and improved.X County is a deeply impoverished mountainous area in the country,and it is also a typical old revolutionary base area.To improve the level of red tourism development and management,and to better develop red tourism,the local government has issued and implemented a series of red tourism policies.From the "X County Red Tourism Plan" in 2005 to the "X County Red Tourism Development Master Plan"(2021-2030)in 2021,23 policies have been introduced in 17 years,covering infrastructure construction and red tourism industry.The structure has continuously consolidated the foundation,gradually improved the grass-roots governance capacity,and formed a collaborative system and mechanism among the various government departments,enterprises,social organizations,and township residents in X County.When poverty alleviation is transformed into rural revitalization,a summary of the implementation of the red tourism policy will have positive value and significance for the development of local society,especially the grass-roots governance in the deeply impoverished mountainous areas of the country.This paper selects X County,a typical representative of the deep poverty and old revolutionary base in Yunnan Province,as the research object,sorts out the policy changes since the implementation of the red tourism policy in X County,summarizes the results of the implementation of the policy,analyzes the problems and causes in the implementation of the policy,and proposes Optimization suggestions are provided in order to provide a useful model for the improvement and implementation of red tourism policies in the new era,and to provide sample data for theoretical research.This paper uses the multi-source theory to discuss the origin of the red tourism policy in X County,and comprehensively sorts out the opening and changes of the window of the red tourism policy in X County.At the same time,an inventory of red tourism resources in X County was carried out to further present the current situation and policy types of red tourism policy implementation.In contrast to the established goals of red tourism policy,while summarizing the effectiveness and effects of policy implementation,we saw the policy text presented in the process of red tourism policy implementation.Existing defects,inadequate policy implementation,obstacles to the policy implementation environment,etc.,analyze the reasons for the policy itself,the implementation subject and the environment.Finally,suggestions for optimizing the implementation of red tourism policies in the new era are put forward.Based on the development,changes and implementation of red tourism policies from the national level to the local level since 2004,this paper uses the multi-source theory to analyze the three sources of the changes in the red tourism policy of the grassroots government,and uses the synergy theory to study the implementation of the red tourism policy in the grassroots and multi-sectors.Guided by development ideas and problems,with the implementation of the red tourism policy as the starting point,it will provide useful reference and thinking for the improvement of the modern grassroots government governance system and governance capacity.After research and analysis,it is found that the grassroots is the last mile of policy implementation.In the new development period of consolidating poverty alleviation and linking with rural revitalization,in order to keep up with the pace of rural revitalization,the old revolutionary bases like X County must give full play to the advantages of red culture.Multi-departmental coordination and cooperation to update the existing red tourism policies,use development ideas and development methods to solve various problems in policy implementation,and jointly formulate and implement policies suitable for local development.
