At present,China is the country with the largest carbon dioxide emission in the world.In order to deal with climate change and reflect the responsibility of big countries,China clearly proposes to achieve carbon peak by 2030 and carbon neutralization by 2060.The dual carbon goal requires all provinces and cities to fully cooperate,decouple from carbon emissions and take a low-carbon road as soon as possible while taking into account economic development.As an important ecological security barrier in northern China,a security and stability barrier in Northern motherland,an important national energy and strategic resource base and a production base of agricultural and livestock products,Inner Mongolia is duty bound to respond positively to national policies.The fundamental to reduce carbon emissions lies in adjusting the industrial structure and changing the energy consumption structure.However,due to the energy structure of "rich coal,poor oil and less gas" in Inner Mongolia,economic development still depends on high-carbon fossil energy.In recent years,the dual control index of energy consumption issued by the state has not been achieved in Inner Mongolia.How to ensure economic development and do a good job in green and low-carbon transformation is a realistic and thorny problem in Inner Mongolia.Based on this,this article combines 42 industries into 9 leading industries according to the input-output table of Inner Mongolia in 2017,and uses the computable general equilibrium(CGE)model to study the impact of carbon tax policy on the macro-economy,industrial output and fossil energy use of Inner Mongolia.Provide a basis for carbon emission reduction and industrial low-carbon transformation and development in Inner Mongolia.The results show that the carbon tax policy has an inhibitory effect on the economic development of Inner Mongolia and reduces the welfare level of residents;With the increase of tax rate,the inhibitory effect is stronger.Carbon tax can affect the transformation of industry structure.The output of coal industry,oil and gas industry and heavy industry decreased,but the output of agriculture,light industry and tertiary industry increased;With the increase of tax rate,the output of the tertiary industry increases significantly.The collection of carbon tax has reduced the consumption of coal and oil in various industries,especially coal consumption.Industries that do not rely strongly on coal have increased the consumption of natural gas,indicating that the development path of industrial lowcarbon transformation is feasible.Finally,the carbon tax levy reduces the amount of fossil energy used by various industries,reduces carbon dioxide emissions,and provides a new idea for Inner Mongolia to achieve the national dual control index and reach the peak of carbon. |
