With the complication of risks and synergy of regions,urban resilience has gradually expanded to a networked research paradigm.In this process,resilience resources are acting as the basic core for urban system to show the abilities of prediction,early warning,resistance,absorption,recovery and adaptation when responding to external disturbances,and its networked organization mode is of great significance to the security and resilience of urban agglomerations.So,the research on resilience resources network of Beijing-Tianjin-Hebei urban agglomeration,the most important strategic space in China,is not only conducive to the redevelopment of resilience scientific theory and complex network theory,but also related to a series of major practical issues such as political security,economic security and social security in China.Based on the resilience science theory and flow space theory,this paper defines the urban agglomeration resilience resources as various economic,social and facility resources that can flow within the urban agglomeration area and thereby improve the resilience of urban agglomerations,and considers the formation of the urban agglomeration resilience resources network is the result of the joint action of resources’ agglomeration and diffusion,urban’s division and cooperation,historical path dependence,information and transportation network.Based on this,a quantitative index system of urban agglomeration resilience resources including 19 indicators in 3 aspects was constructed,and the revised gravity model was used to establish the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration in 2011,2015,and 2019.Furthermore,the social network analysis and GIS spatial analysis are employed to analyze the structural characteristics of the hierarchy,matching and clustering,and discuss the main factors that impact the evolution of the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration.According to the results,some countermeasures and suggestions for the optimization of network are put forward in the end.Research has found that:(1)Structural characteristics of the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration: During the study period,the resilience resources correlation strength,paths,and spatial patterns of 13 cities have improved to varying degrees,but a series of problems such as the imperfect development in network are exposed too.On the part of network hierarchy,there was exorbitant hierarchy in resilience resources network of Beijing-Tianjin-Hebei,and these core cities like Beijing and Tianjin showed insufficient radiation driving effect on secondary and peripheral cities,which has resulted in a large gap in the resilience resources scale among different urban levels,and even some empty or sparsely associated structural in local areas.On the part of network matching,the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration showed a disassortative coreperiphery structure on the whole,but there was a sharp contrast between the northern region’s single association path and the southern region’s multiple association paths,which may lead to a flat closure structure in the local network.On the part of network clustering,there was an obvious clustering effect in the resilience resources network of Beijing-Tianjin-Hebei agglomeration.The association between eastern and western cities tend to closely connected in the study period,while the connection between northern and southern cities was still insufficient.So,it is urgent to optimize the spatial form of resilient resources network.(2)Influencing factors of the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration: According to the QAP correlation results,there was a significant correlation between the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration and the seven selected explanatory variables in 2015 and 2019.According to the QAP regression results,the administrative grade difference and administrative boundary relationship showed significant negative impacts on the formation and evolution of the resilience resources network,that is to say,the imbalance in the resilience resources allocation and the barriers to resilience resources exchange caused by administrative differences have restricted the development of the resilience resource network of Beijing-Tianjin-Hebei urban agglomeration.By contrast,urban location relationship,innovation cooperation relationship,information exchange relationship,and network path dependence showed significant positive impacts on the formation and evolution of the resilience resources network.So,it is benefit for the development of the resilience resources network of the Beijing-Tianjin-Hebei urban agglomeration to reasonably exert the urban geographical proximity effect and the urban resilience resources correlation basis,and promote information exchange and innovation cooperation among cities vigorously.In addition,the industrial structure differences showed no significant impact on the resilience resources network,and its reason may be that there were intertwined cooperation and competition of resilient resources among cities which brought about by the excessive similarity and difference in industrial structure of local area and the incomplete industrial chain of global area in Beijing-Tianjin-Hebei agglomeration.(3)Countermeasures and suggestions for optimizing the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration: According to the structural characteristics and the influencing factors of the resilience resources network of Beijing-Tianjin-Hebei urban agglomeration,this paper puts forward countermeasures and suggestions from three aspects,those are constructing the collaborative management system of resilience resources,the vertical and horizontal correlation structure of node cities,and deepening the two-wheel driving strategies of network evolution.More precisely,the first is to set the classification and grading standards and draw the list and map of regional resilience resources,so as to establish the normalized quantitative evaluation mechanism and coordinated spatial distribution of resilience resources.The second is to promote active support and active leveraging,clear path and clear division on the basis of improving the multilevel resilience resources network of Beijing-Tianjin-Hebei urban agglomeration,so as to strengthen the vertical guidance of dual core and the horizontal association of node cities.The third is to improve the network soft driving strategies by "government+market" and the network hard driving strategies by "facilities+platform",so as to foster the soft and hard environment for the optimization of the resilience resource network of Beijing-Tianjin-Hebei urban agglomeration. |
