Digital empowerment has become a common feature of the new round of scientific and technological revolution.At present,all countries regard digital empowerment as the key to promoting enterprise technological innovation,and strive to maintain and seize the commanding heights of global competition.In the past two years,with the normalization of the new crown epidemic and the return of advanced manufacturing industries in developed countries,the manufacturing industry,the backbone of my country’s real economy,has faced dual pressures,namely the pressure of technological blockade from developed countries and the pressure of industrial transfer from developing countries.In the face of international challenges,weak technological innovation capabilities have always been the biggest shortcoming restricting the competitiveness of my country’s manufacturing industry,and the development of digital technology undoubtedly provides important opportunities for industrial innovation,transformation and upgrading.As the main force of technological innovation in my country,large and wide-ranging small and medium-sized enterprises have supported the "half the sky" of the manufacturing industry.Small and medium-sized manufacturing enterprises are carrying out digital transformation and it is urgent to realize technological innovation through digital empowerment.Therefore,studying how digital empowerment promotes the improvement of technological innovation capabilities of small and medium-sized manufacturing enterprises has important strategic significance for the high-quality development of manufacturing.Based on the structural equation model,this paper studies the mechanism of digital empowerment affecting the technological innovation capabilities of small and medium-sized manufacturing enterprises.First,by combing through relevant domestic and foreign documents,the meaning and main forms of digital empowerment,as well as the objects of action,are summarized;secondly,based on the “Compilation of Smart Manufacturing Pilot Demonstration Enterprise Projects” promulgated by the Ministry of Industry and Information Technology of the People’s Republic of From the perspective of empowerment,the influencing factors of technological innovation capabilities of small and medium-sized manufacturing enterprises are refined,and the 19 identified influencing factors are divided into external environmental factors,organizational management capabilities,collaborative R&D capabilities,and digital production capabilities based on the internal and external environment and technological innovation process of the enterprise.The five types of marketing capabilities are then revised through expert interviews,and based on this,an indicator system and conceptual model of influencing factors are formed,and the mechanism of influencing factors is analyzed and research hypotheses are put forward.Then,the construction includes 6 latent variables and 23 observing the structural equation model of variables,collecting actual data by designing and issuing survey scales,using AMOS23.0 to correct and optimize the structural equation model,and verify and explain the action path.Finally,combining the relationship between various influencing factors and the degree of influence on technological innovation capabilities,from the government’s establishment of a sound intellectual property protection and service system,improvement of policy professionalism and applicability,establishment of a digital-driven innovation service platform,and creation of regional industrial clusters,Small and mediumsized manufacturing companies have strengthened their awareness of digital transformation,paid attention to the absorption and training of digital technology talents,deepened industryuniversity-research cooperation and supply chain collaborative innovation,and put forward countermeasures to improve their technological innovation capabilities.This article focuses on manufacturing small and medium-sized enterprises,analyzing how the application of digital-related technologies affects technological innovation capabilities,the degree of contribution of related influencing factors and the path of action in the process of technological innovation,enriching the research results of digital empowerment at the microenterprise level;at the same time;It provides new ideas for small and medium manufacturing enterprises to use digital technology to adjust innovation strategies,improve innovation efficiency,reduce innovation costs,and break through the low-end lock-in of the current industrial chain.Secondly,it also has a certain reference value for the government to formulate related special policies.
