Study On The Classification And Strategy Of County Rural Development Under The Background Of Urban-rural Integration

The Strategic Plan for Rural Revitalization 2018-2022 of the State Council of the Central Committee of the Communist Party of China proposes to divide villages into four categories,such as agglomeration and upgrading,suburban integration,characteristic protection and relocation and withdrawal,in order to promote rural revitalization and sustainable development.The scientific identification of village types can fully explore the development characteristics and clarify the shortcomings of villages,which is of great practical significance for the efficient use of resource elements for sustainable development.In recent years,with the development of new urbanization and the promotion of new rural construction,rural residential renovation,modern agricultural industrial park construction and various leisure tourism projects have emerged in the countryside,gathering a large number of talents and resource elements to the rural field,and the countryside has also ushered in rapid development.However,the current rural planning and construction still has its own conditions of insufficient excavation,development characteristics are not obvious and other problems,too qualitative rural classification planning is also difficult to guide the rural development practice.The over qualitative rural classified planning is also difficult to effectively guide the practice of rural development.Therefore,under the guidance of urban-rural integration,how to recognize the resource and environmental characteristics of rural development from the regional level,reasonably judge the development potential of rural characteristics,and effectively divide rural types is an urgent problem to be solved to promote rural revitalization and development.From the perspective of urban-rural integration,taking Lujiang County,Anhui Province as the research area and a single administrative village as the research object,the research reasonably constructs the rural development potential evaluation system,divides the rural development types,and puts forward the optimization strategy of rural development combined with the classification results,so as to provide guidance for the Rural Revitalization Planning and construction of Lujiang County.This paper mainly includes four parts: the construction of rural development potential evaluation system,the study of rural development characteristics in Lujiang County,the evaluation and classification of rural development potential,and the study of rural development strategies.Firstly,from the perspective of the integrated development of space,economy,public service,social humanities and ecological environment of urban-rural system,five aspects of urban-rural connection,industrial development,residential development,ecological development and human resources are selected as the element level to construct the rural development potential evaluation system;Secondly,it studies the rural development characteristics of Lujiang County from the two aspects of urban and rural development characteristics and rural planning and construction,and analyzes the spatial layout and current situation of rural development elements in Lujiang County;On this basis,the empirical research on rural classification is carried out: SPSS system clustering,AHP entropy weight combination weighting method and GIS natural breakpoint method are used to evaluate the rural development potential,and two types of villages are identified: function oriented and ordinary development type.Among them,the function oriented type includes four sub categories: high potential development type,ecological leisure protection type,characteristic village modeling and characteristic industry oriented type,Ordinary development type includes high-value agglomeration and upgrading type and low-value regulation and merger type.Finally,it puts forward the overall strategy of rural development from the county level,and puts forward the development optimization strategy for the two types of villages: the function oriented type takes highlighting the rural characteristics as the starting point,puts forward the optimization strategy from the aspects of land,industry and mechanism,and analyzes it with typical cases;The development strategies of ordinary developing villages are mainly put forward from two aspects: agricultural development and space construction.Figure [53] table [13] reference [79]...
