In 2014,General Secretary Xi Jinping in the All China Federation of Supply and Marketing Cooperatives the 60 th anniversary of the founding conference stressed that under the new historical conditions,to continue to do a good Supply and Marketing Cooperatives,the advantage of its unique and important role.Supply and Marketing Cooperatives will comprehensively deepen reform,and strive to become the life-blood of farmers’ production and living services and integrated platform,to build a well-off society in an all-round way.We will make new and greater contributions to realizing the Chinese dream of great national renewal.In 2015,a comprehensive top-down reform of the national supply and marketing system began.The Supply and Marketing Cooperatives in C City acted upon the order.The “ Implementation Opinions on Deepening the Comprehensive Reform of Supply and Marketing Cooperatives” was issued in 2016,which fully started the comprehensive reform of Supply and Marketing Cooperatives in C City.The Supply and Marketing Cooperatives in C City is a reference public servant management institution under the leadership of the Municipal Government to manage the supply and marketing cooperatives of the city.It has won the first prize of the National Head Office for 6 consecutive years.It takes the lead in the comprehensive reform of Supply and Marketing Cooperatives in the province and plays an important role in the reform of the province.C city is located in the traditional agricultural province and is typical in the construction of grassroots supply and marketing cooperatives.The grassroots supply and marketing cooperative is the agricultural service platform of Supply and Marketing Cooperatives rooted in the countryside,and it is an important support for the production and life of farmers.With the deepening of reform,the construction of grassroots supply and marketing cooperatives can’t meet the needs of farmers’ daily production and life,and strengthening the grassroots supply and marketing cooperative construction is imminent.The author draw "the reform and development of the city of grassroots supply and marketing cooperatives author through research151 cooperative grassroots in C city,combined with the institutional change theory and the new public service theory,on the basis of a large number of related literature domestic and abroad,through the summary statistics,analysis,comparison,summed up the main problems of C city grassroots supply and marketing cooperatives construction is: lax management of fixed assets,the organization structure is not perfect,the management team lack of talent,service function for the agriculture is weak.The reasons are as follows: the function of management property right of the grassroots supply and marketing cooperatives is atrophied,the position of grassroots supply and marketing cooperatives is changing constantly by the national policy,the performance incentive mechanism is insufficient,and the legal guarantee is lacking.As the current situation of the construction of grassroots supply and marketing cooperatives,the combination of C city economic development situation,through the construction experience and draw lessons from domestic and foreign Supply and Marketing Cooperatives,the author puts forward in C city grassroots supply and marketing cooperatives construction practical and beneficial to similar areas promotion countermeasures: revised rent quality improve asset contract system,play a role of clubs have assets supervision and administration commission,practice "three organizations " management system,due to the system of right to restructuring,transformation and cultivate different grassroots supply and marketing cooperatives,establish a performance evaluation and incentive mechanism,attract multiple entities to participate in operation and management,integrate resources,and comprehensively expand service areas.Especially in the aspect of improving the service capacity,relying on the land trust business to develop and expand the grassroots supply and marketing cooperatives and the construction of
