To some extent, the level of urbanization development can reflect the level of economic and social development of a region. In recent years,China’s urbanization process continues to advance, and the level of urbanization continues to improve. However, the traditional urbanization development mode also brings about many problems, such as environmental pollution, uncoordinated development between urban and rural areas, and large living gap between urban and rural residents, which restrict the further advancement of China’s urbanization construction. Therefore, taking the road of new-type urbanization with Chinese characteristics has become an inevitable choice for sustainable economic and social development. As a province with large population and developed economy,Shandong province actively promotes the construction of new urbanization, improves the quality of development, and finds the development plan and path suitable for its own characteristics, which is of great significance to promote the coordinated development of economy and society in Shandong Province. To evaluate the development level of new-type urbanization scientifically, rationally and objectively is the basis of studying the construction of new-type urbanization and formulating the development strategy of new-type urbanization. Therefore, this article takes the new urbanization as a starting point, the connotation and characteristics of the reference of existing research results, combined with the actual situation of Shandong province, according to the economic urbanization, social urbanization, the ecological urbanization, population urbanization, urban and rural integration 5 subsystems to choose 21 secondary indexes, such as evaluation index system of constructing the new urbanization development level of Shandong province,This paper uses entropy method to measure and analyze the urbanization level of Shandong province and its 16 prefecture-level cities from 2011 to 2020.On this basis, four time points(2011,2014,2017 and 2020)were selected according to the change trend, and Arc GIS software was used to analyze the spatial differentiation characteristics.Moran’s I index,Geary’s C index and Lisa index were used to analyze the correlation between the development level of new-type urbanization in Shandong Province, and then the spatial effect was verified by constructing spatial Dubin model. The results showed that:(1)From the perspective of time, from the provincial perspective, the overall development level of new urbanization in Shandong province shows a steady upward trend year by year. The comprehensive evaluation index increases from 0.0719 in2011 to 0.9140 in 2020,with an average annual growth rate of 32.65%,indicating a good development trend. The development level of each subsystem is on the rise, but the development speed is different.Among them, the level of urban-rural integration grew the fastest, with an average annual growth rate of 60.78%.Followed by economic urbanization, with an average annual growth rate of 54.68%;However,social urbanization, ecological urbanization and population urbanization growth rate is similar, relatively slow. From the perspective of city, the development level of the16 prefecture-level cities in Shandong province shows a slow growth trend, but there is a large gap in the development level of the new urbanization among prefecture-level cities.Among them,Jinan and Qingdao have the highest development level, while Zibo,Yantai and Liaocheng show a slight downward trend. Each sub-system presents different development trends. The development level of economic urbanization and urban-rural integration shows a downward trend, while the development level of social urbanization, ecological urbanization and population urbanization shows a rising trend.Ecological urbanization grew the fastest, with an average annual growth rate of 2.08%.The second is population urbanization and social urbanization, with an average annual growth rate of 1.36% and 0.19%respectively,while the average annual growth rate of economic urbanization and urban-rural integration is negative.(2)From the perspective of space, the development level of new-type urbanization in Shandong province has obvious spatial differences, showing the overall spatial layout characteristics of decreasing from the core to the periphery.Specifically,Qingdao and Jinan belong to the core region and have the highest level of new-type urbanization development.Shandong Peninsula and central Shandong region are marginal regions with higher development level, which are second only to the core region.Northwest Shandong and southwest Shandong belong to the lowest level of development of the marginal region, and there are significant differences with the core region.(3)From the perspective of correlation, the development of new urbanization in Shandong province has a significant positive spatial correlation, presenting a regional agglomeration distribution.(4)From the perspective of spatial effect, the level of economic urbanization, social urbanization, ecological urbanization and population urbanization in Shandong province has a significant positive correlation with the development of new urbanization in this region; The level of urban-rural integration not only plays a positive role in promoting the level of new-type urbanization in this region, but also the improvement of the level of urban-rural integration in other neighboring areas may have a potential spatial spillover effect on the level of new-type urbanization in this region. At the same time, the level of social urbanization and ecological urbanization in Shandong province has a significant spatial spillover effect.Based on the above conclusions, this paper puts forward targeted countermeasures and suggestions to realize the high-quality development of new urbanization in Shandong Province.
