Study On The Relationship Between Residents’ Participation In The Reconstruction Project Of Old Residential Areas

As a livelihood project at the national level,the transformation of old residential areas is related to the sustainable development of the whole city and the happiness of people’s life.In recent years,China has successively launched relevant policies to vigorously promote the transformation of old residential areas,but the transformation of old residential areas involves a wide range and is difficult,and the effect of the transformation project is directly related to the interests of residents.Therefore,the State encourages residents to participate.It is undoubtedly necessary for residents to participate in the transformation project,which can reflect residents’ transformation demands,improve the decision-making quality of the transformation project,strengthen the sense of institutional responsibility,strengthen democracy,supervise the quality of the transformation project,and bring many remarkable effects.Therefore,many scholars have carried out rich research on Residents’ participation.At present,there is a problem of "emphasizing mechanism and neglecting effect" in the research on Residents’ participation behavior in the reconstruction of old residential areas and community renewal.Most of them consider the mechanism of residents’ participation and the factors affecting residents’ participation,and there is little analysis on the behavior effect of residents’ participation.In fact,with the continuous advancement of China’s community system reform,the values and behavior of the grass-roots people are undergoing profound changes.Residents’ willingness to participate in the transformation of old residential areas is becoming stronger and stronger,the degree of participation in the transformation project is increasing,and the form of participation has changed from the original wait-and-see participation to active participation.However,the participation ability and level of residents are uneven,resulting in low participation validity,and contradictions and conflicts in the process of reconstruction and construction are common.Therefore,we need to dialectically look at the two-sided effects brought by residents’ participation in the reconstruction project of old residential areas.Firstly,this paper analyzes the two core concepts of old community and residents’ participation,and defines the content and mode of the reconstruction project.Secondly,based on the whole process of the reconstruction project,the ways of residents participating in the reconstruction project of old residential areas are analyzed,and the morphological path map of residents’ access to the reconstruction project information,residents’ participation in the reconstruction project practice and residents’ feedback evaluation of the reconstruction project is formed;On this basis,this paper combs the behavior set of residents in the whole process of participation,draws lessons from the ladder theory of public participation,makes a heterogeneous distinction between the types of participation behavior,which is divided into four types: symbolic participation,cooperative participation,contribution participation and intervention participation,and classifies the specific participation behavior into the corresponding types according to the corresponding characteristics.Then,according to the current situation of multi-agent participation in the reconstruction of old residential areas,this paper distinguishes the multi-agent interest demands,and puts forward the two-to-two interactive relationship framework of the five participants of the competent department of construction-construction unit-Community Neighborhood Committee-design consulting unit-community residents,so as to determine the functional elements of residents’ participation in the reconstruction of old residential areas,including relationship governance,process performance and reconstruction project performance,The relationship between the action factors is analyzed in detail,and the action relationship model of residents’ participation in the reconstruction project is constructed.Finally,through statistical analysis and structural equation to verify the action relationship,and according to the empirical results,this paper puts forward the optimization strategy of residents’ participation from three perspectives: Government normative guidance,multi-party cooperative relationship optimization and dynamic control of participation process.The research results of this paper can help us dialectically treat residents’ participation behavior and its role,help the government take diversified measures to guide residents’ active participation behavior,effectively avoid intervention participation behavior,improve residents’ participation validity,better promote the smooth implementation of the reconstruction project and achieve satisfactory project results.
