The development path of Urbanization in China mainly includes centralization with big cities as the center and decentralization with small towns as the main disputation lies in rationalization of city scale system.Rationalization of national urban size system,a country can improve the configuration of the elements of resources, comprehensive utilization of scale economic advantage, which requires the rating scale of interdependence and common development between cities,as well as large cities of radiation and agglomeration effect, also should pay attention to enhance the absorption of small and medium-sized cities and small towns and accommodate function,so as to realize the overall development of medium between various level city.In this study, the urban population scale was used as a substitute index to classify the urban scale in the Yangtze River Delta region, and the urban scale distribution characteristics were analyzed by using the evolution of the urban pyramid hierarchy structure, the evolution of the primacy index, the rank-size distribution model and the gini coefficient. It is shown that that the city size distribution in the Yangtze River Delta accords with the pyramid distribution, but it deviates from the pyramid distribution. The Yangtze River Delta region is a typical primacy distribution with a weakening trend. Before 2000,the urban size distribution in the Yangtze River Delta showed a flat trend, but from 2000 to 2005,the urban size distribution became centralized. After 2006,the urban size distribution reached a stable state, conforming to the ideal Zip’f distribution state. The concentration of urban size distribution in the Yangtze River Delta region is high, that is,the urban population is mainly concentrated in large cities, while the population of small and medium-sized cities is small, and the urban size difference is large. However, the trend of centralized distribution of urban size structure has weakened slightly in recent years. From the results, the influence factors of urban size distribution analysis for this paper involved the Yangtze river delta region of city size distribution and economic factors and institutional factors, per capita GDP,urbanization rate, industrial structure, infrastructure conditions, the level of opening to the outside world, government intervention and the household registration system is the important factors that affect urban size distribution,The increase of per capita GDP and the strengthening of government intervention promote the decentralization of urban scale distribution. The increase of urbanization rate, the development of industrial structure to the tertiary industry, the improvement of infrastructure conditions and the improvement of the level of opening to the outside world all promote the centralization of urban scale distribution. This paper also analyzes the influence of the above factors on the urban size distribution of the three provinces in the Yangtze River Delta region and finds that each factor plays a different important role in different provinces. Finally,in order to build a moderately balanced urban scale system, this paper puts forward the following policy suggestions: further optimize the transportation system, improve the regional infrastructure support network; The government actively provides equal public services and carries out the deepening reform of the household registration system. We will open wider to the outside world and upgrade and adjust the industrial structure.
