Evaluation Of The Policy Of Developing Border Areas And Enriching The People And The Study Of Optimized Paths

The action of rejuvenating the border and enriching the people is an important measure launched by the state to promote coordinated regional development and common prosperity of residents,It is of great significance to enriching the people,rejuvenating the border,strengthening the country,and good-neighborliness.For more than 20 years since the implementation of the developing border areas And Enriching the people action,the effectiveness of the action requires an objective and prudent assessment.On the basis of combing the relevant literature,this paper comprehensively applies the theory of unbalanced development and the theory of fiscal equalization.The policy mechanism of the action of rejuvenating the border and enriching the people is explained.In this paper,the border counties of Inner Mongolia Autonomous Region are selected as the research sample.Comparing the economic and social development of the border areas vertically and horizontally,it is found that the economic development rate in the border areas is relatively fast,but the indicators such as fiscal revenue are still significantly lower than that of the whole country.Based on the incompleteness of the special fund data of Developing border areas and enriching the people,this paper adopts the double difference method of tendency score matching,taking 51 flag cities as a sample to evaluate the economic growth,resident income increase and border consolidation effect of Developing border areas and enriching the people Action,and it is found that the Developing border areas and enriching the people effectively promotes the economic growth of border areas and the increase of border people’s income,but the effect of Developing border areas and enriching the people is not significant,and the effect of the whole society’s fixed asset investment level and savings rate on economic growth and border people’s income increase in border areas is not stable.There is still room for improvement in attracting foreign investment and private investment.In order to optimize the implementation effect of the action of rejuvenating the border and enriching the people,this paper puts forward the following suggestions:(1)Strengthen the transfer payment of the central government and improve the infrastructure construction in the border areas;(2)Innovate the way of public service supply and improve the accessibility of public services;(3)Improve the traditional infrastructure in border areas,and increase the construction of information infrastructure such as the Internet;(4)Stimulate the market potential of border areas and promote economic growth in border areas.
