Since 2012,37 cities begun transit metropolis projects,to promote the transformation of urban mobility from private cars to public transport.With the rapid development of China's economy,motorization are still in a state of improvement.Traffic problems are the top priority of urban development.Traffic agencies released reports that most cities have not experienced congestion.In 2016,the Ministry of Transport plans to expand the scope of construction of public transit cities.The article starts from the public value theory,evaluates the effectiveness of transit metropolis projects,and proposes some policy opinions as guidance for the project during the “Thirteenth Five-Year Plan” period.First of all,public values has been applicated to policy assessment.It explores the characteristics of evaluation indicators based on public values.Secondly,the rich data from 274 prefecture-level cities can reflect the development level;basic descriptive statistics are used to emphasize the necessity of the assessment.Analyzing the applicability of the data model will lay a foundation for the empirical evaluation.Thirdly,a robustness test was conducted on the assessment results from different perspectives.Finally,the paper makes policy recommendations base on assessment results.In short,we first enriched the application of public value theory.Secondly,it expands the theoretical perspective of public transport policy evaluation,and expands the research content from the optimization of evaluation indicators to the use of quantitative methods for effective assessment.Finally,according to the evaluate results,we understand the implementation status of the policy,grasp the effects in different cities,and reasonably summarize the reasons for the emergence of the results.Based on this,the paper provides policy recommendations which will guide the construction of transit metropolis.
