The Influence Of Producer Service Industry Agglomeration On Innovation Inertia Of Strategic Emerging Industries

The National Development and Reform Commission,together with the Ministry of Science and Technology,the Ministry of Industry and Information Technology,and the Ministry of Finance,issued the "Guiding Opinions on Expanding Investment in Strategic Emerging Industries and Cultivating and Strengthening New Growth Points and Growth Pole" in 2020,which is committed to promoting the high quality development of strategic emerging industries.In recent years,strategic emerging industries have become an important engine for the sustainable development of the innovative economy,providing impetus for the transformation and upgrading of the industrial structure and high-quality economic development,and the quality of their development has been continuously improved.The article sorts out theories of industrial agglomeration,innovation inertia and strategic emerging industries,and discusses the theoretical mechanism of the impact of producer service industry agglomeration on innovation inertia of strategic emerging industries,starting from two different perspectives: specialized agglomeration and diversified agglomeration,taking strategic emerging industries as the research object,analyzing the status quo and problems of innovation inertia in strategic emerging industries,selected panel data of 30 provinces in our country from 2008 to 2019,and constructed a spatial Dubin model with double fixed time and space,considering the influence of the specialized agglomeration and diversified agglomeration of the service industry on the innovation inertia of strategic emerging industries,and the countermeasures to overcome the innovation inertia of strategic emerging industries.The robustness test is carried out by using different space matrices,and the sub-sample test is carried out to further verify the reliability of the conclusions obtained.The research results show that the innovation inertia of strategic emerging industries can be divided into "negative inertia" and "positive inertia" according to the psychological and behavioral tendency of strategic emerging industry innovation actors to make innovation choices.The enhancement of specialized agglomeration of producer services will weaken both the negative inertia and positive inertia of innovation in strategic emerging industries,while the enhancement of diversified agglomeration will only weaken the negative inertia of innovation in strategic emerging industries,and has no significant impact on positive inertia.The specialized agglomeration and diversified agglomeration of producer services can not only weaken the innovation inertia of strategic emerging industries in the region,but also weaken the innovation inertia of surrounding areas due to spillover effects.Further research finds that there is a significant negative correlation between the agglomeration of producer services in the eastern and central regions and the innovation inertia of strategic emerging industries,while the results in the western region are not significant.Finally,it is proposed to strengthen the linkage of industrial agglomeration,be alert to innovation inertia,attach importance to government innovation investment,clarify government positioning,build a resource sharing platform,deepen strategic cooperation,drive the development of the western region,strengthen policy guidance,actively explore overseas markets,and deploy overseas sales.These policy recommendations are to enhance the innovation enthusiasm of strategic emerging industries.
