| The development of urban-rural integration is an important means to promote rural revitalization,break the urban-rural dual structure and realize agricultural and rural modernization.Developing characteristic small towns with county as the carrier is an important strategy to promote the integrated development of urban and rural areas in China.It is of great significance to optimize the urban system and scale and improve the spatial structure.The development of characteristic small towns must closely rely on the development of industry.Industry is the source and driving force of the development of characteristic small towns.Summarizing the experience in the development of characteristic small towns and putting forward relevant countermeasures for deficiencies have important academic theoretical value and practical application value.Based on collaborative governance theory,multi center governance theory and new public service theory,this paper selects l Town,a small town with characteristics in Shandong Province,as a typical case,analyzes its unique development foundation from three aspects:location advantages,urban cultural heritage and national policies,accurately identifies the collaborative governance subjects in the development process,and summarizes the experience accumulated in the development process of L town.Of course,l town has many collaborative governance problems in the development process,such as insufficient exertion of subject collaborative effectiveness,imperfect collaborative governance process,deviation in development cognition,weak awareness of environmental protection in industrial development and so on.In view of the collaborative governance problems in the development process,this paper analyzes the corresponding reasons,and puts forward the ideas of deepening multi subject collaborative governance,improving collaborative governance system,enhancing collaborative governance culture Strengthen the coordination consciousness of multiple subjects and other targeted countermeasures.Through the research on the development status of characteristic small town L,it can be seen that in order to truly reflect its characteristics,the development of characteristic small towns must closely focus on the development idea of "one village,one product,one town and one industry",make full use of local location advantages,rely on the support of national policies,give full play to the service leading role of local governments and management departments,and let enterprises,local people The integration of multiple subjects such as communities and social organizations can drive local economic development,increase the employment and income of local residents,narrow the development gap between urban and rural areas,and finally realize the integrated development of urban and rural areas. |
