Research On The Construction Of Characteristic Small Towns In Bailang Town,Aershan City

In the past 40 years of Reform and Opening-Up,the central government has paid great attention to the construction of small towns.From the initial “planned development” to “active development“ then to “healthy development”,from “emphasizing the key point” to “focused development” then to “characteristic development”,the construction of small towns has gradually shifted from a rough mode to a more delicate and characteristic mode,under the central government's policy exploration of small town development routine,combined with the unremitting efforts of the government at all levels.In 2016,the “characteristic town construction” originated in Zhejiang province officially upgraded as a national plan,becoming the focus of Chinese New Urbanization Strategy.In October 2017,Bailang town in Aershan was successfully selected into the second batch of the “National Characteristic Small Towns” list,which is both a precious development opportunity and a huge challenge for Bailang town.The town has rich tourism resources and profound historical and cultural deposits.In addition,Bailang town's economic and social development level is among the top in Aershan and the overall Xingan League.In recent years,the construction of characteristic small towns in Bailang town has achieved remarkable results,but it also faces plenty of problems that need to be solved in a timely manner.In this paper,the author mainly conducted inductive analysis of three prominent problems resulting from the construction of the characteristic small towns in Bailang town,from the intergovernmental relations point of view.These problems include the following: the relevant policies of characteristic small towns are horizontally diversified and vertically convergent;the allocation of administrative and fiscal rights between Aershan city and Bailang town is unreasonable;the relationship between Bailang town and its neighbor town government is more of competition instead of cooperation.The reasons that lead to the above problems include the following: the “follow and copy the others” mindset during policy diffusion process has weakened its effect;the system of “Township and County Management” has greatly reduced the flexibility of town governments' fiscal power;the GDP-centered view to measure political achievement has exacerbated the difficulties of cooperation among local governments.On the basis of the above analysis,the author brought suggestions from the perspectives of central government,local government and grassroots government respectively.As for the central government,it should introduce the overall planning scheme promptly,and clarify the "division of labor" during the construction of characteristic small towns.In addition,for the local government,the Inner Mongolia state government should introduce the construction plan with consideration of its own situation as soon as possible,and the Xingan League and Aershan city should provide specific and feasible supporting measures for Bailang town.Finally,Bailang town government might not simply implement the concept of "all-season tourism";it needs to take the PPP project cooperation seriously and should continue to promote the idea of introducing college-student entrepreneurial teams.
