Research On The Problems And Countermeasures Of Big Data Supervision Of The Bidding In Chongqing

As early as 2018,the transaction scale of China’s public resources exceeded 30 trillion yuan,accounting for about 33% of GDP in that year,involving huge public interests.In the transaction of public resources,project bidding is highly valued by the government and the public because of the complicated procedure and the power rent-seeking and corruption.Tendering and bidding system has been gradually improved in the development of more than 30 years,but there are still many problems in the supervision of tendering and bidding transactions at present from the chaotic situation that the market is still full of bidding and fraud to examine the governance effect.Due to the complicated procedures and the confusion of multiple participants,the information generated in the bidding activity conforms to the characteristics of big data.Under the background of the national big data strategy,big data supervision in the field of bidding and bidding has developed rapidly in the industry in recent years.Compared with other advanced regions,there is a huge gap in the supervision level of big data in tendering and bidding in Chongqing,and there are many problems that need to be solved.This paper analyzes and studies the problems existing in the supervision of big data in tendering and bidding in Chongqing from various aspects such as technology and mechanism.This paper compares the policies of big data supervision in tendering and bidding in Chongqing with those in the national level,and compares them with other advanced provinces and cities in terms of technology and practical application of big data supervision,so as to comprehensively describe the current situation of big data supervision in tendering and bidding in Chongqing.Data from the current bidding supervision of the implementation of the measures and the regulatory effects,through literature research,statistical analysis,mining bidding big data in the field of regulation has not been widely used in Chongqing this reality,and on the issue of first-line supervision personnel and technical personnel for the big data platform targeted interviews.Based on the current situation and interviews,this paper believes that the problems of big data supervision in the field of tendering and bidding in Chongqing are "insufficient data basis of big data supervision","traditional supervision mode is still dominant" and "no effect of big data analysis results in supervision".The reasons for the problems mainly lie in the following three aspects: "Big data regulation started late and started at a low level","existing forces cannot support big data regulation",and "big data regulation mechanism has not been established".Based on the experience of Hefei,Guizhou and other provinces and cities,this paper proposes solutions to three problems: One is based on the present,"vertical line state change,giving full play to the advantages of big data construction backwardness",the second is "innovation approach,to solve the shortage problem of traditional regulatory power",the third is the "regulatory focus,establishing new regulation with big data supervision as the core mechanism",the author on the basis of assumptions a big data supervision as the core of the regulatory process.The countermeasures proposed in this paper are highly feasible.The reconstructed supervision model has some innovations in the research and can also provide reference for the decision-making of the supervision department.
