At this stage,the development of modern agriculture in my country is constrained by factors such as the transfer of agricultural labor,the abandonment of rural land,the mechanization of small farmers’ family operations and the low degree of scale.The emergence and development of agricultural social services has provided tremendous momentum for the development of modern agriculture in my country.Therefore,the state encourages and supports the development of agricultural productive social services,takes agricultural production trusteeship as the focus and breakthrough point,conducts agricultural production trusteeship pilot projects in many provinces and cities across the country,and explores many successful agricultural production trusteeship models and achieves good results.Leading small family-run farmers on the road to agricultural modernization.On the premise of not transferring farmers’ management rights,agricultural production trusteeship provides farmers with services in agricultural production operations,which not only takes into account the farmers’ land complex,but also accelerates the pace of modern agricultural development.Heilongjiang Province is a large agricultural province with unique resource advantages,which provide favorable conditions for agricultural production trusteeship.As the state’s support for agricultural socialization services continues to increase,the number of agricultural production and management entities continues to increase,and the scale of agricultural production trusteeship continues to expand.Agricultural production trusteeship has become a trend.In recent years,Heilongjiang Province has achieved remarkable results in improving the quality of agricultural production trusteeship social services.The agricultural production trusteeship model has developed rapidly,but there are also some problems that restrict its development and promotion,hindering the rapid development of modern agriculture.This paper first summarizes the development status of agricultural production trusteeship in Heilongjiang Province,divides the agricultural production trusteeship model of Heilongjiang Province into two hosting modes of whole-process and menu-based hosting mode from the perspective of service links,compares and analyzes two different hosting modes,and summarizes the results achieved by Heilongjiang Province’s agricultural production trusteeship;secondly,the typical cases of two different modes are selected for analysis,and the comparative analysis and overall evaluation are carried out from the operation mode,service agreement and applicable conditions;It pointed out the common problems in the operation of the agricultural production trusteeship model in Heilongjiang Province and the personality problems existing in the two different models;finally put forward countermeasures and suggestions for promoting the development and promotion of agricultural production trusteeship in Heilongjiang Province,that is,strengthening the scientific guidance for the promotion of the trusteeship model,promoting the trusteeship model according to local conditions,strengthening technical guidance and professional personnel training;increasing the policy support for agricultural production trusteeship,broadening the field of custodial services,improving the normative system and supervision mechanism,improving special subsidies and financial support policies,Accelerate the improvement of the agricultural insurance system and increase investment in infrastructure construction.
