At present,industrialization has become an important driving force for the rapid development of China’s social economy,but the extensive land use mode for a long time runs counter to the basic national conditions of more people and less land in China.Especially since the reform and opening up,China’s industrialization process has been accelerating,resulting in the inefficient use of some industrial land.In the face of the strictest land protection system in China’s history,and with the advance of the national supply side structural reform,the acceleration of the construction of ecological civilization and the implementation of the green and high-quality development strategy,the direction of land use is changing from simply focusing on new plans to revitalizing the stock.The land use efficiency has changed from pursuing the maximization of economic benefits to the maximization of comprehensive social,economic and ecological benefits.Therefore,updating the evaluation system of industrial land has become a practical requirement for industrial land under the new normal to "reduce production capacity,reduce costs and make up for weaknesses",advocate "green and highquality" development and maximize comprehensive benefits.Focusing on the five development concepts of "innovation,coordination,green,openness and sharing",the research takes promoting green and high-quality development as the theme,deepening supply side structural reform as the main line,institutional reform and innovation as the fundamental driving force,target orientation,comprehensiveness and operability as the selection principle,takes building an industrial park with integration of industry and city,blue and green,clean,green,smart and efficient as the goal,and takes the spatial layout integration of industrial land as the main line comprehensive benefit improvement and green high-quality development are the most important breakthrough and path to establish the evaluation index system of industrial land,and judge the feasibility of the evaluation system through empirical research.The main research results of this thesis are as follows:(1)This research discusses the concepts and theories related to industrial land,combs the systems and policies related to industrial land,and lays a theoretical foundation for the establishment of the evaluation index system of industrial land.On the basis of highlighting the concept of green and high-quality development,drawing on the relevant evaluation index system of national development zones and the principle of "reduction" and "quality increase",18 indicators are selected from the four dimensions of land use status,comprehensive land use benefits,management performance and green and high-quality development potential,and the multi factor comprehensive analysis method is used to build an industrial land evaluation system.(2)This research analyzes the land use status and green high-quality development status of Jinan High Tech Industrial Development Zone at two evaluation time points.The research shows that the completed urban construction land in the development zone generally reflects the development trend of two-way expansion of industrial land and tertiary industry land,the land use level is at a high level,the economic and social benefits of land use are gradually improving,the ecological environment is also gradually improving,the land use supervision performance has reached an ideal state,and the land supply is highly market-oriented.The transformation of land use indicates that the supply of construction land in the development zone has changed from the new single land supply mode to the new and stock linked supply mode.The reduction of nonproductive land area of typical enterprise land structure reflects the significant effect of land conservation and intensification in the Development Zone,and the overall land use benefit also shows an increasing trend.The high-quality development trend of the development zone is good,and the development level of green industry is high.(3)According to the constructed industrial land evaluation index system,taking Jinan High Tech Industrial Development Zone as an example,this research selects two evaluation time points,uses analytic hierarchy process to determine the index weight,target value method and expert consultation method to determine the ideal value of the index,and uses the weighted summation method of current value to calculate the comprehensive score of the research zone.The results show that the evaluation results of land use status are relatively high,which reflects the strong idea of intensive land use.The comprehensive benefit distribution of land use is reasonable,and a comprehensive benefit development model of "economy-society-ecology" is formed.The management performance of the development zone is remarkable,and the land market supply level is high.The development potential of green and high-quality is great,and a connotative way of green and high-quality and future development is gradually formed.(4)Through the evaluation results of empirical research,it is concluded that the comprehensive score of the development zone has increased significantly in the past ten years,and the comprehensive utilization level of industrial land is high,which is basically consistent with the land use status and green high-quality development of the development zone at the two evaluation time points,indicating that the constructed evaluation index system is comprehensive,the objects are specific,the goal is clear,and the evaluation conclusions and methods are scientific and feasible.According to the evaluation results,suggestions and countermeasures for the future development of the development zone are put forward,providing reference for the follow-up evaluation work.
