| Enterprise new apprenticeship is a policy innovation mode of enterprise skills training,in accordance with the principle of government guidance,enterprises as the main force,and the participation of colleges and universities,the mode of enterprise and school dual teachers with apprenges,alternately working and learning,and combining industrial training is adopted,based on the principle of "adapt to the post,improve in the post,transfer to employment",training and education should be provided to new employees who enter and transfer their skills.It aims to cultivate more innovative and skilled talents for enterprises,promote long-term development of enterprises,and thus promote national economic development as a whole.In 2015 and 2016,pilot programs for a new type of apprenticeship system with enterprises as the main trainees were carried out in 22 cities,provinces and autonomous regions,including Beijing.In 2019,this policy was fully implemented in the whole country,and Qujing actively responded to the implementation.This study from the visual Angle of policy implementation,through consulting a large number of literature material,questionnaire survey was conducted to the enterprise new apprentice,club departments,enterprises and the mechanic colleges and universities to people directly involved in the policy execution method of combining the interview personnel,receive the new apprenticeships in qujing city enterprise obtain benefits,problems in the policy implementation,the expectations of the next step,etc.According to the theory of public policy implementation and theory of work-integrated learning personnel training mode,with van horne and van meter,system model for the analysis framework of policy implementation,from the policy goals and standards,resources,organizational communication and enforcement activities,the value orientation of the executive,characteristics of the actuator of the problems with the five aspects of reason.At last,according to the cause of the problem from sound policy goal and standard setting,optimize the allocation of resources,strengthen the execution of policy executive power,learning,draw lessons from foreign advanced experience summed up the four aspects of qujing city promoted the policy execution a series of measures,aims to promote the development of qujing city skill talent to provide the reference and reference. |
