The Implementation Study Of Rural Land Circulation Policy In Kaiyuan Yunnan Province

The policy of rural land contracted management right transfer is an important content for rural land system reform in our country. In recent years, with the steady process of rural land circulation policy, practical experience of land circulation become more rich and theoretical research is also more mature. Our nation’s rural land circulation is currently on the stage of ’policy pilot-policy promotion’ starting from spontaneous circulation. Kaiyuan, as the pilot city of overall urban-rural development plan in Yunnan province, has started explored how to ensure rural land circulation policy implementation better since the government fueled the development of rural land circulation policy in an all-round way. After several years of efforts, Kaiyuan takes the leading work in land circulation. However, due to the effect of target, resource, enforcement agencies and personnel, and external environment during executive process, some issues that needs to be resolved urgently appears on the way of Kaiyuan’s rural land circulation policy implementation.Therefore, the main goal of this article is to discover the existing problems on policy execution, analyze the influence factors on policy implementation, and to explore how to improve the implementation performance of rural land circulation policy.This paper begins with the implementation status of Kaiyuan’s rural land circulation policy to describe the measures taken by Kaiyuan and results achieved around these aspects of policy target, policy resource, executive environment etc. Then, based on the analysis framework of Horn-Meter Model, it discusses the existing problems on the implementation process of rural land circulation policy in Kaiyuan from policy target and standards, policy resources, execution modes, executing agency’s characteristics, the value orientation of executives and system environment, and analyzes the reasons of these problems. Based on this, this article propose the measures of how to improve Kaiyuan’s land circulation policy implementation from6aspects of policy targets and standards, policy resources, executive modes, executing agency’s characteristics, the value orientation of executives and system environment.
